Challenging senior position in the worst humanitarian crisis in a generation

Danish Red Cross (DRC) prepares for receiving a large EU Trust Fund grant. 'The EU Regional Trust Fund in Response to the Syrian Crisis' – the 'MADAD Fund’– cooperates with a consortium of Red Cross and Red Crescent societies with the purpose of reaching and benefitting at least 700,000 refugees in Turkey, Lebanon, Northern Iraq, Jordan and Egypt. DRC has the leading role of the consortium. Therefore we are seeking a Senior Regional Coordinator – MADAD.

The role of the Senior Regional Coordinator – MADAD (SRCM) is to lead coordination between the designated country leads in the four countries. This is the German Red Cross for Egypt, the Netherlands Red Cross for Lebanon, the Norwegian Red Cross for Iraq, and the International Federation of Red Cross & Red Crescent Societies (IFRC) for Jordan. Furthermore close cooperation will be established with the EU Trust Fund Advisor in DRC HQ, who will perform the same function for Turkey, where the country lead is the IFRC. The SRCM will serve as the entry point for donor relations and wider Red Cross/Red Crescent involvement in MADAD in the region.

As member of the DRC regional team in MENA, the SRCM will report to the DRC Head of Region (HoR). A close link to the DRC Head of the International Support Unit at HQ will be established. Furthermore the SRCM will supervise a Regional Finance Officer, who will monitor budgets and expenditure and support financial reporting by the respective MADAD country-leads.

Responsibilities

  • Support the country-leads through coordination and technical advice on project implementation and reporting;
  • Prepare consolidated reports from Egypt, Iraq, Jordan and Lebanon based on the reports received from the country-leads, and support the EU Trust Fund Adviser at HQ in the overall consolidation of MADAD reports for the EU;
  • Reinforce accountabilities through the designated country leads and ensure quick reporting and remedial action to correct emerging problems before they could threaten the success of the overall programme;
  • Support the DRC Country Coordinators in Jordan, Iraq and Lebanon to ensure the trust fund objectives and activities are integrated in DRC’s own programmes
  • Develop, together with the EU Trust Fund Advisor, a realistic project monitoring, evaluation and reporting (PMER) system and schedule for narrative and financial reporting that complies with EU requirements;
  • Participate in monitoring and implementation visits when requested by the country leads;
  • Ensure the EU’s visibility requirements will be fulfilled and provide support to the DRC MADAD Communications Officer.

Profile
You have a minimum of 8 years of relevant experience in development and/or humanitarian project management and a minimum 5 years’ field experience in the direct project implementation in developing or post-crisis countries. Experience with EU/ECHO specific fund management, in particular application and reporting procedures, is a requirement and you have proven project cycle and financial management experience as well as documented experience of proposal and report writing.

You have a relevant academic degree in a social science, international development or similar. Convincingly you can apply your analytical and strategic skills to project design, and understanding donor requirements. Excellent communication, coordination, diplomacy as well as networking and facilitation skills are required and you understand that process and ownership are key components to achieving results in culturally and politically sensitive environments.These skills are also present in your daily working style – both with people alongside you and those working at a distance. You are confident in situations of stress, and able to handle a heavy but varied workload for a long period.

You have full proficiency in Microsoft Office. Excellent English speaking and writing skills are key requirements. Ability to work in Arabic or other relevant experience from the Middle East are significant assets. If you have worked in MENA and preferably with the Red Cross Red Crescent Movement before, it will be an advantage.

Terms of employment
The starting date is 1 August 2016 or soonest thereafter, and the contract period is for three years.

The position is based in Beirut, Lebanon, which currently is not a family duty station.

The duty station is the DRC Regional Office in Beirut. Frequent travel to Iraq, Jordan and Egypt, as well as to Copenhagen and Brussels will take place, and the candidate should expect around 10 days of travel per month, mostly on short duration trips. The ability to access these countries easily is a pre-requisite for the position.

Salary and benefits are in accordance with the DRC Terms and Conditions for Delegates on Long Term Missions (available upon request to HR-Dept.). The salary including all allowances and pension will be between DKK 43,800 to 45,800 per month, depending on qualifications and experience.
