 International Department, Stand-alone Country Operations

 The Danish Refugee Council (DRC) is looking for an experienced Administrative Grants Officer (AGO) within the Division of Stand-alone Country Operations (DSCO) in International Department to support and strengthen grants management and project cycle management across the 10 stand-alone country operations. Full proficiency in spoken and written English and good command in French is required.

 The core of DRC’s international mandate is the protection of refugees and internally displaced people and the promotion of durable solutions on the basis of humanitarian principles and human rights. DRC is a strong advocate for and provider of solutions to people affected by displacement and we deliver contextually relevant and comprehensive programme responses in all stages of displacement.

 Main tasks and responsibilities

The AGO is responsible for providing and to help mobilise HQ support to Country Operations across DSCO in order to promote that DRC is pursuing high quality and compliance. The AGO focuses on two main areas:

  1. The AGO takes a proactive and supporting approach in helping to ensure that grants management is characterised by high quality, timeliness and compliance. As a cross-cutting function within DSCO, the AGO is to a lesser extent dedicated one operational context only, but acts a surge and support where the needs are greatest while seeking to promote best practises across DSCO.
  2. The AGO helps develop, promote and roll out best practises and minimum standards in relation to project cycle management and in particular procedures for kick-off meetings, mid-terms meetings and closure meetings.

More specifically, the AGO will:

  • Pro-actively support and ensure that grants management and key elements of project management cycle is performed in accordance with relevant guidelines and standards. Based on best practises, develop/compile procedures and tools to strengthen quality and compliance.
  • Coordinate cross-cutting grants management and project cycle management related priorities and process within the Division.
  • Contribute to the mobilisation of and coordination with HQ resources incl. the Global Specialist Leads.
  • Support the implementation of the strategic operational priorities and roll out of systems, procedures and recommendations to the field.
  • Support and strengthen fundraising and reporting (led by the Country Programme) and represent DRC to HQ-based donors.
  • Promote that relevant modalities and best practises (e.g. from other DRC operations) are made available to the stand-alone country operations and vice versa that best practises, lessons learned and good operational modalities from the field are fed upwards and onwards within DRC.
  • Ensure that beneficiary accountability is actively pursued.
  • As part of a team, cover for colleagues and perform other tasks when required or requested by the Head of Division.

 

The AGO will be part of the DSCO consisting of 9 colleagues covering a total of 10 country programmes (CAR, Congo, Sudan, South Sudan, Serbia, Kosovo, Macedonia, Georgia, Myanmar, and Ukraine). The AGO reports to the Head of Division, and cooperate with DRC staff at HQ and in the field in general and in particular with the colleagues in DSCO.

 International Department employs 85 staff members in 4 Divisions. DRC’s 38 country programmes are divided in two operational divisions. The 10 Country operations under DSCO reports directly to HQ, while country operations under the Division for Regional Operations report to the 4 regional offices in Amman, Nairobi, Kabul and Abidjan.

 Profile and qualifications

You are a flexible and team-oriented colleague able to handle – at times – intense work pressure, tight deadlines and ad hoc demands. You are used to familiarise yourself with donor guidelines and takes an honour in delivering consistent high quality on time. You are systematic and pro-active in the way you work. You appreciate the importance of being service-minded in your support to the field, but also you are also persistent and firm in your commitment to strengthen quality, ensure compliance and manage risks.

 Your experience allows you to take initiative, operate with a high degree of independence and enjoy the respect from colleagues due to your integrity as well as the knowledge and hand-on experience that you bring to the team.

Specific qualifications

  • Relevant and qualifying academic background.
  • At least 4 years of full-time employment applying tasks related to the above.
  • At least 3 years within the international humanitarian sector directly engaged with project management cycle and grants management. Preferable field experience working for an INGO.
  • Full proficiency in spoken and written English and good command in French is required.
  • Experience with developing and implementing procedures and tools.
  • Systematic and analytical approach with a high degree of attention to details.
  • Good command and interest in financial oversight and operational compliance.
  • Ability to plan, co-ordinate and lead processes that include multiple stakeholder and interests.
  • Team-spirit and a service minded.

 Terms

Salary terms are in accordance with the agreement between DRC and the AC trade union (fagforening) or relevant trade union. The post is temporary till 31 August 2017 (12 months) with the possibility of extending. The successful candidate is requested to start 1 September or soonest after. Duty station at DRC HQ in Copenhagen.
