International Department, Stand- Alone Country Operations

The Danish Refugee Council (DRC) is looking for an experienced Programme and Operations Coordinator (POC) within the Division of Stand-alone Country Operations (DSCO) in International Department to provide programme support and ensure operational compliance for DR Congo and the Central African Republic (CAR). Full proficiency in both spoken and written French and English is a requirement.

 The core of DRC’s international mandate is the protection of refugees and internally displaced people and the promotion of durable solutions on the basis of humanitarian principles and human rights. DRC is a strong advocate for and provider of solutions to people affected by displacement and we deliver contextually relevant and comprehensive programme responses in all stages of displacement.

 Main tasks and responsibilities

The POC is responsible for providing and mobilising HQ support to DRC Country Operations. The POC takes a proactive and supporting approach in helping to ensure that the programmes operate in compliance with standards, guidelines and commitments, and that relevant priorities and strategic objectives are pursued. The POC has a good understanding of the country programmes and keeps his/her finger on the pulse especially when it comes to challenges, gaps and risks.

 This geographic focus is DR Congo and CAR. DRC has been operating in the CAR since 2007 with four operational bases and more than 450 national staff and 35 expatriate staff.  More specifically, the POC will:

  • Pro-actively support and ensure that the programmes are operating and progressing in accordance with relevant guidelines and commitments,
  • Contribute to the mobilisation of and coordination with HQ resources including the Global Specialist Leads (GSL).
  • Support and promote quality fundraising and reporting and represent DRC to HQ-based donors.
  • Contribute with contextual, programmatic and organisational knowledge from a HQ perspective to the development of strategic planning and prioritisation in support of the country programme.
  • Support the implementation of the strategic operational priorities and roll out of systems, procedures and recommendations in the field.
  • Perform monitoring mission to the country programmes (3-5 times annually and mainly to CAR).
  • Promote that relevant modalities and best practises (e.g. from other DRC operations) are made available to the stand-alone country operations and vice versa that best practises, lessons learned and good operational modalities from the field are fed upwards and onwards within DRC.
  • Ensure that beneficiary accountability is actively pursued.
  • As part of a team, cover for colleagues and perform other tasks when required or requested by the Head of Division.

 The POC will be part of the DSCO consisting of 9 colleagues covering a total of 10 country programmes (CAR, Congo, Sudan, South Sudan, Serbia, Kosovo, Macedonia, Georgia, Myanmar, and Ukraine). The POC reports to the Head of Division, and cooperate with DRC staff at HQ and in the field in general and in particular with the colleagues working with the designated country programmes including the Junior Programme Co-ordinator (JPC) for CAR and DR Congo.

 International Department employs 85 staff members in 4 Divisions. DRC’s 38 country programmes are divided in two operational divisions. The 10 Country operations under DSCO reports directly to HQ, while country operations under the Division for Regional Operations report to the 4 regional offices in Amman, Nairobi, Kabul and Abidjan.

 Profile and qualifications

You are a flexible and team-oriented colleague able to handle – at times – intense work pressure, tight deadlines and ad hoc demands. Towards the field, you have a service-minded approach and are keen to build strong working relations, while at the same time being pro-active and persistent in our shared pursuit for high level of quality and compliance. Your experience allows you to take initiative, operate with a high degree of independence and enjoy the respect from colleagues due to your integrity and the experience and knowledge you bring from the humanitarian sector.

 You probably see yourself as a generalist, who is working systematically and is able and willing to engage in a variety of tasks whether related to reviewing donor proposals and reports, support recruitments, monitor financial spending or represent DRC to donors and partners.

 Specific qualifications

  • Relevant and qualifying academic background.
  • At least 5 years of full-time employment applying tasks related to the above.
  • At least 5 years within the international humanitarian sector preferable from both HQ and field.
  • Fluency in French and English both written and spoken.
  • Systematic and analytical approach with a high degree of attention to details.
  • Strong writing credentials and experience in developing and reviewing proposals and reports.
  • Good command and interest in financial oversight and operational compliance.
  • Ability to plan, co-ordinate and lead processes that include multiple stakeholder and interests.
  • Team-spirit and a service minded.

 Terms

Salary terms are in accordance with the agreement between DRC and the AC trade union (fagforening) or relevant trade union. The post is temporary till 31 December 2017 (16 months) with the possibility of extending. The successful candidate is requested to start mid-August or soonest after. Duty station is at DRC HQ in Copenhagen.
