Country Coordinator in Liberia

 

 

Background

Danish Red Cross has since 2008 been working in a close bilateral partnership with Liberia National Red Cross Society (LNRCS) supporting a number of community based health, DM and WASH projects including gender equality/equity and human rights projects. The areas of intervention are Nimba, Bong and Lofa counties.

In 2014 Liberia was hit by a devastating and complex epidemic of Ebola Virus Disease (EVD), therefore focus changed to respond to the EVD crisis. Since mid-2015 DRC supports is mainly on the implementation of a Community Based Resilience and Recovery Building Programme (CBRRBP) in the same counties. The project is expected to run until June 2019. LNRCS has been through a very challenging period during the EVD intervention and its aftermath. As a consequence the LNRCS is undergoing a restructuring process which outcome will shape the partnership and possibilities to attract funding for future projects and initiatives. The Country Coordinator position is initially opened for a 1 year period with possibility for extension.

DRC’s is looking for a new Country Coordinator in Liberia to support and work closely with the LNRCS. The Country Coordinator (CC) in Liberia will be part of the DRC West Africa Regional Team. Under the lead and supervision of the Head of Region, the CC will have the overall responsibility of the DRC partnership and programmes in Liberia.

Responsibilities

·         DRC’s focal point in Liberia and responsible for coordinating DRC's activities with the LNRCS, movement partners, donors, and external stakeholders.

·         Facilitate the dialogue with the LNRCS leadership and management of the LNRCS/DRC partnership strategies and priorities.

·         Discuss, develop and facilitate the Recovery project cash grant/in-kind support component together with key LNRCS HQ/chapter staff and harmonise with partner supported interventions IFRC/ICRC.

·         Daily supervision of DRC contracted staff in Liberia, provide input for the ToR and oversee the recruitment of local consultants.

·         Actively work for mobilisation of resources and increase fundraising with focus on external donors and partners

·         Develop Country programmes together with the LNRCS in line with country strategies

·         Undertake field visits and ensure efficient and timely programme Monitoring, Evaluation and Reporting

·         Support the National Society to develop its technical skills/capacity in strategic focus areas and approaches.

·         Responsible for the budget, monitor financial resource allocation and coordinate submission of finance reports and facilitate financial audits

·         Responsible for establishing, implementing and monitoring the security setup for Liberia.

Profile

The ideal candidate holds a Master's Degree in Development Studies, Public Health, Environment/Tropical agriculture, Project Management, Disaster Management or other relevant field.

Competencies required

 

·         Demonstrated experience in management of projects

·         Track record in supervising and motivating staff to achieve common goals

·         Strong analytical and strategic thinking in an emergency and recovery context

·         Strong capacity in programme management and in technical Advice to the National Society within one(or several) of the following areas(Livelihood, Economic Security, Recovery, Resilience, WASH, Health, Psychosocial support, Cash Transfer)

·         Solid knowledge of the synergies between community based programmes, logistics and HR

·         Disaster response management and recovery programming skills

·         Solid understanding of the concept of LRRD and its contextual adaptability

·         DM/Resilience/Recovery experience from rural African settings

·         Willingness to undertake rewarding fieldwork under basic and challenging conditions

·         Capacities in developing new projects and writing project proposals

·         Good knowledge of budget management and financial reporting

Experience:

·         5 years of relevant international field experience in the overall coordination, formulation, design, planning and implementation of development programmes/project.

·         Experience working for a humanitarian aid organization and within the Red Cross and Red Crescent Movement is preferable.

·         Experience in capacity building of local partners is essential.

·         Ability to work within a partnership set up with many different actors and interests.

·         Proven project cycle and financial management as well as resource mobilization experience with major donors/funds, project proposal and report writing.

·         Team management experience, in the context of development projects or humanitarian emergency response situations.

·         Regional experience is an advantage.

Technical Skills:

·         Experience of EU/ECHO and DANIDA funding, and in particular knowledge of their implementation and reporting procedures.

·         Good understanding of organizational development, particularly in the context of Red Cross Red Crescent National Societies and branches, would be an advantage.

·         Knowledge within certain but not all of below mentioned areas: livelihood/ DM/ OD/youth development/ health/ WASH/ and psychosocial support in emergency environments.

·         Knowledge on resilience initiatives and modalities for implementation of resilience projects a huge advantage.

·         Good analytical skills.

·         Relevant training and practical experience in staff security management

Personal qualities:

·         Ability to adapt to changing situations and readiness to work in a challenging environment is required.

·         Must be able to work independently and in a small team. Team player skills are essential.

·         Confidence in situations of stress, and able to handle a heavy but varied workload.

·         Excellent communication, coordination as well as networking and facilitation skills and understanding that careful preparation, process and ownership is key to achieving results in a culturally and politically sensitive environment.

·         Good cultural understanding and the ability to build the confidence of partners

·         Strong interpersonal and coordination skills.

Other:

·         Good verbal and written skills in English are a must.

·         An excellent communicator, with good negotiation skills and a diplomatic flair.

·         Full proficiency in Microsoft Office package and a valid international driving license.

Employment Conditions

The duty station is Monrovia, Liberia, which is a non-family post. The starting date of the assignment is 15th February 2017. The length of the contract will be one year with possibility of extension if fundraising will be successful. The contract will be administered in accordance with the Danish Red Cross Terms and Conditions for Delegates. The monthly salary including allowances and pension is within the range of DKK 40.900 and DKK 42.000, depending on experience and qualifications.
