MANAGE RELATIONS WITH COUNTRY OFFICES AND ENSURE QUALITY

We are looking for a Country Engagement Manager (CEM) for Asia/Pacific, and another for the West Central Africa Region.  You will be joining a newly formed team, where you will have the opportunity to influence the strategy of the section.  Our new CEMs will manage Save the Children Denmark’s (SCD) relations with Country Offices and ensure quality assurance and control of funding proposals and donor reports, hence mitigating programming and financial risks.  The CEMs will develop and safeguard SCDs strong and positive portfolio management relations with Country Offices in the assigned region and with donors of SCD-funded awards.

You will become part of a section, which is comprised of 3 regional teams: Africa, Middle East and North Africa, and Asia/Pacific. The strategic engagement with country programs in each region is led by an Area Representative, to whom the CEM will report.

 

There are countless opportunities for networking and development via close collaboration and sparring with colleagues in the same regional team, as well as a Compliance Officer, CEMs of other regional teams and colleagues from other sections such as “Budget & Control,” “Humanitarian Action,” and “Evidence & Learning.”  Externally you will work with Intuitional Donors who fund SCD activities, as well as partner NGOs.

There will be travel of up to 8 weeks annually, in the assigned regions.

 

KEY TASKS AND RESPONSIBILITIES

The CEM serves as the key focal point on day-to-day programmatic and donor contract management between SCD and the Country Offices in the assigned region. As the name implies, the CEM manages SCD’s engagement in and with each of the COs, particularly in terms of developing new funding proposals, conducting due diligence for proper contracting terms for new donor grants and for NGO project collaborations, and ensuring contract compliance for these awards. More specifically, the CEMs will be responsible for the following:

Management of SCD funding initiatives and engagement with each CO of assigned region, including:

  • Collaborating with CO on developing fundraising plans and writing new funding proposals.
  • Coordinating multiple SC stakeholders’ interests in and inputs to funding proposals.
  • Monitoring progress in SCD-funded programs and projects in COs.
  • Capturing and sharing key lessons from country and regional programming.
  • Informing and advising COs on relevant developments at SCD Head Office (HO).
  • Supporting the Area Representative in ensuring coherence and continued relevance of each country portfolio, as new funding is granted.

 

Management of low-level relations with donors of SCD-funded awards in COs, including:

  • Submitting high-quality funding proposals to institutional donors, especially DEVCO, ECHO, UNICEF, as well as for private foundations and corporations.
  • Writing high-quality funding proposals (following best practices in PCM and intervention logic formulations).

 

Management of financial and reputational risks, including:

  • Conducting due diligence for proper contracting terms for new donor grants and for NGO project collaboration.
  • Ensuring contract compliance for these awards throughout reporting cycles and closeout.
  • Performing Quality Assurance/Quality Control on COs’ funding proposals, reports, modification requests, and other significant correspondence with donors.
  • Keeping track of in-house co-financing and cost-sharing decisions.
  • Bringing questions of programming risks to the attention of the Area Representative.
  • Identifying gap areas in CO awards performance and requesting deployment of matching surge capacity.

 

 

YOUR PROFESSIONAL & PERSONAL PROFILE

The relevant candidate has a Graduate level university education in a relevant area of study such as Disaster Management, Human Security, or Business Management.  In addition, we expect that you have the following experience and competencies:

  • Extensive, international Project Cycle Management experience, with documented successes writing proposals and managing projects and donor contracts.
  • Extensive experience working with aid programming in at least 1 (preferably more) of the following areas: Cash, Education, Protection, and regarding contextual conditions for girls and youth.
  • Financial literacy: Strong ability to develop, read, understand and revise budgets + financial accounts.
  • Superior English writing skills: Ability to independently present different thematic theories of change.
  • Strong analytical skills: Ability to develop intervention logics on the basis of context analysis and to design projects and write convincing funding proposals.
  • Proven success performing Quality Assurance/Quality Control on funding proposals, reports, modification requests, and other significant correspondence with donors.
  • Operational Field experience and experience travelling to COs and/or project implementation sites.
  • Solid understanding of the specific needs and rights of children in fragile and development settings.
  • Demonstrated experience successfully applying above-listed skills for more than five years.

 

In addition to above, you have strong organization and coordination skills with the ability to marshal resources (people, funding, material, support) to get things done. You have proven experience juggling multiple activities at once, as well as multiple stakeholders with at times conflicting interests. You communicate clearly and confidently with others to engage, influence and build trust, and you are an excellent team player.

 

You are self-driven, take the initiative, and stay with a problem or challenge until a solution is reached.  You have good knowledge and application of technical and professional standards in portfolio management and growth. You take responsibility for your work and are excellent at planning and prioritizing your tasks to ensure timely delivery and appropriate results.

 

Candidates for the CEM role for the Asia/ Pacific Region:

  • Preferably, experience building successful partnerships with the corporate sector and private foundations – from fundraising to shared projects and more strategic collaborations.
  • It is beneficial if you also have experience with rapid onset disaster response.

 

Candidates for the CEM role for the West Central Africa position must also have the following:

  • Fluent French speaking and writing abilities mandatory.

CONDITIONS AND RECRUITMENT PROCESS

You will be employed according to the terms and conditions of the local Collective Agreement between Red Barnet (Save the Children Denmark) and the relevant unions. The position is an AC classification with 37 working hours per week.
