DACAAR is looking for a committed Head of Secretariat that can take the lead of the DACAAR Secretariat in Denmark. The Secretariat provides support to the Country Director in Afghanistan as well as servicing the Governing Board in Denmark. The Head of Secretariat will in close dialogue with the Governing Board in Denmark and the Country Director (located in Afghanistan) decide the size (currently two staff) and future responsibilities of the secretariat. 
 
DACAAR is one of the leading and most acknowledged NGOs operating in Afghanistan. DACAAR is a Danish NGO established in 1984 implementing WASH, Rural Development, Small Enterprise Development, Women Empowerment and Emergency Programs in Afghanistan.  DACAAR operates with an annual budget of approx. 15 mio. USD and has 700 staff on ground In Afghanistan (with about 5 expatriate staff). The operation in Afghanistan is led by an International Director and an Afghan Senior Management Team. The Director is referring to DACAAR’s Governing Board. The DACAAR Secretariat also refers to the Governing Board and has a close daily contact with Director and Senior Management in Kabul. 
 
DACAAR’s Governing Board is currently comprised of Danish Peoples Aid and Danish Refugee Council. The Governing Board is meeting 4 times a year where normally one of these meetings is held in Kabul. 
 
 
Role and Responsibility 
 
 
The Head of Secretariat will lead the DACAAR Secretariat in Denmark and will be in close dialogue with Governing Board and Country Director in Afghanistan about the future development of the organization. Some of the key responsibilities in the position are: 
 
  • Strategic Planning: Actively contributing to on-going strategic planning both related to the overall programme framework and to specific issues including e.g. fundraising strategies, financial management, Internal Audit, security and personnel policies  
  • Monitoring of Programme Implementation: Monitor general progress in programme delivery, evaluations and actions to learn from past experience on a continuous basis – on behalf of the Governing Board. This includes follow-up with the Director to ensure that Governing Board decisions are implemented as intended.  
  • Monitoring of Financial Management: Responsible for maintaining an overview and assessment of the financial situation and current budget as well as funding situation of the overall programme.  
  • Liaison with the DACAAR Governing Board: Responsible for facilitating that the Governing Board is able to fulfil its main tasks and co-ordinates all preparatory work for meetings of the Governing Board. 
  • Liaison with DACAAR Management in Kabul: Maintain a close dialogue with the Director and other relevant staff members of DACAAR Main Office in Kabul. The dialogue covers all issues mentioned above to ensure a coherent and co-ordinated approach of DACAAR at all levels. The Head of Secretariat will visit the operation in Kabul (30-50 days a year) and participate in key meetings affecting the organization in Afghanistan. 
  • Fundraising, reporting and donor compliance: Responsible for the direct relationship between DACAAR and DANIDA and DG-ECHO Brussels as well as other donors as required (the majority are handled by the Kabul Office). 
 
 
Term of Reference might change over time according to the development of the organization.  
 
 
To be successful in this role you must have: 
 
  • Minimum 8 years of experience in the development sector 
  • Experience with Afghanistan or other countries with a fragile security situation – a strong advantage 
  • Good understanding of NGO finance and NGO budgeting 
  • Good understanding of different donors guidelines and reporting to donors 
  • Experience with quality assurance 
  • Experience with strategic planning 
  • Strong people skills, capable of seeing situations from different perspectives 
  • Willingness to frequent travel to Afghanistan (30-50 days a year) 
  • Experience in working closely with a Governing Board – a strong advantage 
  • Fluency in written and spoken Danish as well as a valid Danish work permit is a requirement 
  • Relevant educational background (International Development, Economist, Political Science etc. at Master Level) 
 
 
Conditions 
 
Interview and starting date: Interviews will be held end of August with a starting date no later than October. 
Duty Station: Denmark, (valid Danish work permit required) 
Contract: Contract is with DACAAR for 2 years with a possibility of extension. Please beware that although this job is applied through the DRC online application-system it is NOT a job with DRC.
