Team Leader Humanitarian Response and Mine Action



Do you thrive in an environment with a multitude of tasks and changing contexts? Are you motivated by tight deadlines, and the need to joggle between the role as a facilitator, motivator, supporter and coordinator? And can you maintain an overview and instil clarity on processes? 

As the Team Leader for our Humanitarian Programme Support Team you will be responsible for a team of 4-5 professionals all dedicated to support the country teams responsible for the 8-10 larger humanitarian operations. The team leader will be based at DCA’s Headquarter with frequent travels to DCA programmes. 

The DCA Humanitarian Response and Mine Action (HRMA) Unit currently consists of 23 employees including 4 roving experts based outside DCA HQ in Copenhagen. The unit consist of three teams each with a team leader managed by the Head of Unit. The humanitarian programmes include strategic interventions in areas of humanitarian mine action and protection, cash-based programming and risk education, emergency livelihoods, psycho-social support, risk mitigation and capacity building of local actors.

The focus for HRMA is to find comprehensive responses to crisis and development challenges leveraging DCA’s multiple mandates and competences that cut across the humanitarian-development nexus to strengthen long term thinking in humanitarian response to increase resilience in protracted crises and address structural inhibiters to solutions. The Unit provide advise, support and QA to humanitarian operations in which DCA is doing direct, co- or partner led implementation. The team leader and the team will ensure coordination of the support provided to the humanitarian operations including back stopping support on fundraising efforts, grant managements, monitoring of budgets and project/programme implementation and compliance to donor requirements. 
The successful candidate for this job is a facilitator with good sense of overview and planning of processes.

Key tasks and responsibilities (in cooperation with the team and country offices):

Personnel Management:

  • Manage and coordinate a smaller team of staff responsible for support on programme coordination and grants management 
  • Make sure that staff stays motivated and engaged, also during times with high workload
  • Ensure that resources (people and budgets) are utilised effectively and efficiently in coordination with other teams in the HRMA Unit and the wider organisation

Coordination and Support 

  • Act as the primary focal point in HQ for Country Directors and ensure that knowledge and developments of relevant country context and country programmes are maintained and monitored within the team 
  • Coordination and planning of support requested from country programmes towards HQ 
  • Ensure that programmes and projects are timely implemented in accordance with Programme Strategies and project documents
  • Provide guidance to programme staff during the entire Programme/Project Management cycle
  • Monitoring of budgets and programme budget overviews together with the Financial Controllers and Technical Advisors 
  • Disseminate lessons learned and ensure recommendations are considered/implemented 
  • Undertake regular monitoring visits
  • Manage DCA stand-alone partner implemented projects (Iraq, Somalia, Lebanon, Darfur) 

Grants management and fundraising

  • Support Country Programmes in development of humanitarian response and humanitarian mine action projects in coordination with GPDR (DCA fundraising unit)
  • Ensure high quality donor proposals through QA and dialogue with programmes (including DANIDA requirements) 
  • Ensure that relevant technical capacity is involved in design of all humanitarian proposals 
  • Ensure that programme documentation is timely produced, including Reports to document outputs and outcomes 
  • Where no DCA Country Office exists, ensure that project applications are developed with partners and submitted

Accountability and M&E

  • Ensure that all humanitarian programmes including CO and partners have established procedures in line with the Core Humanitarian Standards

Key Competencies

The successful candidate will have a broad range of humanitarian competencies and experiences. While a specific sectoral expertise is not required, a broad and substantial knowledge of humanitarian and mine action response as well as sector coordination is essential. The successful candidate knows about the key sectors to be able to critically engage with sectoral experts, and to be able to identify which needs are the highest priority. 

  • Experience with people management is essential for this position 
  • Communication skills and the ability to get along with others in stressful situations are imperative
  •  Experience with and good knowledge of one or more of the humanitarian sectors (e.g. Protection, Mine Action, Livelihood in Emergencies cash-based programming and Mobile Monitoring Technology) 
  • Experience from working and living in field operations abroad, preferably with a national or international NGO or the UN system
  • Strong analytical skills
  • Above all, this person is robust, a strong team player and an excellent communicator both verbally and in writing

Minimum Qualifications

  • A minimum of 7 years of experience managing humanitarian aid/mine action programs in complex environments, preferably with a widely-recognized NGO or the UN humanitarian system
  • Experience in all phases of project cycle management in humanitarian response programs and/or Mine Action programmes and a demonstrated, general good understanding of humanitarian programming 
  • The ability to travel 45 to 60 days per year
  • Fluency in oral and written English and a working knowledge of French. Knowledge of Arabic is an advantage.
  • Prior experience with and good understanding of working with key humanitarian donors (BPRM, DFID, EU/ECHO, Danida, USDOS) including their priorities
  • Proven excellent communications skills – written and oral
