Then read on because DCA is looking to fill a newly created position as Senior Humanitarian Policy Advisor within our Programme, Policy, Advocacy and Learning Unit.

Position profile
The Senior Humanitarian Policy Advisor is responsible for the coordination and support of DCA humanitarian policy and advocacy efforts, linking global trends and local level ideas, and supporting the operationalisation best practice and best process in to country programming.

Furthermore, the SHPA takes a leading role in the development and updating of key institutional policies, guidelines and frameworks that are tailored towards supporting strong country programmes and operations.

Finally, the SHPA will be instrumental in linking the development and humanitarian work of the organisation including facilitating strong working relationships between key technical disciplines across HQ units, humanitarian-development nexus (as well as the triple nexus of humanitarian-development-peace where necessary).

The primary areas of focus revolves around DCA engagement with issues of humanitarian coordination, financing, effectiveness and partnerships. In this regard DCA has an institutional, strategic and operational interest and engagement regarding the World Humanitarian Summit commitments, the Grand Bargain, New Ways of Working, Charter4Change, Global refugee and migration compacts among other key global humanitarian frameworks and processes. Further to this DCA has a strong vested interest in specific priority areas such as localization, participation & cash programming.

Responsibilities

Coordinate and support DCA humanitarian policy and advocacy efforts

  • Monitor emerging trends and raise awareness within DCA on the global-level policy discussions relating to above mentioned issues
  • Explore avenues available to DCA and its networks for engaging in policy discussions including identifying opportunities for practical engagement at global, regional and country levels including alignment between tiers
  • Identify and facilitate relationships with key stakeholders, networks and alliances including leveraging DCA’s membership of the ACT Alliance into tangible advocacy action
  • Coordinate DCA humanitarian policy and advocacy engagement with other DCA units and technical competences

Support operationalization of DCA’s multiple-mandate (Nexus)

  • Convene and coordinate a DCA community to share learnings and develop practice throughout the organization
  • Support the development of DCA understanding and conceptualization of its work in the humanitarian-development (and peace) nexus across varied contexts and situations
  • Support country programmes and operations in concept design adopting best process and best practice
  • Support the development of policies and guidelines for DCA’s nexus programming and ensure their applicability in DCA country programmes
  • Identify and showcase lessons learned, best practices, best processes with the DCA programmatic and operational structures, as well as within relevant networks 

Support DCA strategy and policy development

  • Support the development of country strategies using humanitarian perspectives
  • Support the formulation of DCA strategies, policies and frameworks within relevant areas of work
  • Lead on the development and updating of DCA Humanitarian Advocacy strategy

Requirements
At least 5 years proven experience in humanitarian advocacy and/or policy work and at least 10 years documented experience in humanitarian and/or development programming including experience from country or regional office.

Proven experience in an advisory role.

Good knowledge of international humanitarian law, international human rights law, global humanitarian frameworks and mechanisms as well as contemporary humanitarian discussions (WHS, Grand Bargain, NWOW etc.).

Cultural sensitivity, strong communication and diplomatic skills, with the ability to build relations both within and outside DCA.

Ability to lead informally and motivate colleagues from various technical backgrounds as well as a strong drive and commitment to getting the job done.

A relevant tertiary academic education at Master’s level and fluency in English – oral as well as written.
