Then read on because DCA is looking to fill a newly created position as Senior Programme and Advocacy Advisor within our Programme, Advocacy and Learning Unit.
 
Position profile
The Senior Programme and Advocacy Advisor is centrally placed in DCA to support implementation of country programmes with a local–global–local outlook, and is uniquely placed to contribute to DCA’s foresight, insight and cross-sight:

  • Foresight in to the evolution in humanitarian and development policy and practice, and the global contextual developments and trends that shift them focussing on human rights and inequalities. The Advisor will monitor these trends and identify their relevance and impact on DCA programming and advocacy practice, as well as advising on necessary DCA adaptation initiatives.    
  • Insight into what is distinctive and valuable among the knowledge, competence and capacities across DCA’s entities and programmes, and within its network of partners. The Advisor will through regular engagement and sparring with colleagues throughout the organisation seek to identify those best approaches, methods and tools that add particular value to the work of the organisation, and which can be further shared and disseminated to strengthen the programme and advocacy efforts. 
  • Cross-sight into how various combinations of knowledge and competence (internal and external) can be combined and/or shared to create additional added value through synergy. The Advisor will identify and discuss ways to create new and interesting synergies and cross-fertilisation of best process and best practice from throughout the programmes and projects of DCA and its many partners.

  
Responsibilities
The main role of the Senior Programme and Advocacy Advisor is to support and strengthen DCA’s country programs and global advocacy, and to ensure compliance of approved thematic DCA programme policies:
 

  1. Facilitate and nurture DCA’s learning platform (Community of Practice) on the above thematic priorities: follow global trends, understand how they develop, assess relevance and connect with local ideas and developments in DCA programmes. Link with relevant international and Danish networks and research institutions. Filter trends into DCA programmes and projects as well as other units and departments. Review and document best practices and methods from programmes and projects for continued improvement of DCA’s international work.
  2. Based on DCA’s policy framework, support country programs to ensure adherence under these policies: give technical support to country offices on design, implementation and reviews of programs, incl. use of Theory of Change. Participate in cross department surge teams (with colleagues from other teams) to respond to sudden and urgent requests from Country Offices.
  3. Work together with Global Partners & Donor Relations and Country offices in providing technical quality assurance to global (and for DCA strategic important) concept notes and full applications for Int. donors, Trust Funds and Danida.
  4. Support global advocacy work on human rights and civil society space together with partners and country offices, as needed
  5. Provide support across the organisation for human rights compliance in DCA’s policies, procedures and practices as part of DCA’s human rights due diligence processes
  6. In cooperation with other DCA technical advisors (incl. on Gender Equality, Business and Human Rights etc.), and based on learning and documentation, develop and update cross cutting policies and thematic frameworks, operational guidelines and methods related to human rights and fighting inequalities, that COs can use in implementation of programmes & projects.
  7. In cooperation with LearningLAB, develop e-learning modules, engage in on-line and face-2-face program specific trainings based on needs and requests from Country Offices and Int. Dep. in HQ.

 
Requirements
 
At least 10 years proven experience in working with Human Rights and Human Rights Based Approaches, on supporting pushback strategies for civil society organisations and human rights defenders in difficult situations, on programming for inclusion, and on furthering the accountability and transparency of public institutions.
 
In depth knowledge of international human rights law and human rights mechanisms as well as the use of innovative strategies for human rights protection, including the use of technology.
 
Experience on supporting human rights work from a country or regional office will be an advantage.
 
Cultural sensitivity, strong communication and diplomatic skills, with the ability to build
relations both within and outside DCA.
 
Ability to lead informally and motivate colleagues from various technical backgrounds
as well as a strong drive and commitment to getting the job done.
 
A relevant tertiary academic education at Master level and fluency in English – oral as
well as written. French in addition will be an advantage.
 
Duty travels between 4-8 weeks per year.
