DRC’s is looking for a Country Coordinator for Niger to support and work closely with Niger Red Cross (Niger) and consortium partners in the start-up of a Second Phase of a DRC funded migration project and to further develop our consortium approach with Movement and Non-Movement partners as well as with national institutions and the civil society in line with NRC and DRC strategies. Focus will be on assisting NRC enhancing its capacity to provide needed support in line with its Red Cross mandate in a situation of increased migratory flows.

DRC together with NRC initiated a migration response pilot phase in 2017 in Niger providing humanitarian assistance and project support in migration, protection, psychosocial services and mobile clinics through NRC at the same time that need for general institutional and capacity development of NRC was identified. With a manifold expansion of activities linked to protection and information on migration, organisational development focus will continue within financial management at Headquarter level in Niamey incl. administrative procedures and establishment/improvement of financial software, while also including field and branch level in Zinder.

DRC is therefore looking for a Country Coordinator to ensure that the second phase, which is jointly funded by British Red Cross/DFID and DANIDA, can be successfully implemented in line with DRC/NRC strategies and in coordination with IFRC, ICRC, Movement as well as Non-Movement partners, national and local authorities as well as civil society/local communities.

Responsibilities

  • Develop & coordinate the migration project in line with DRC-NRC partnership strategy and overall movement approach to migration in collaboration with partners and with guidance from the DRC Head of Region/Head of Cluster (HoR/C).
  • Ensure that DRC’s engagement with various partners together with NRC is efficient and implemented in a coherent manner and adheres to the principles of partnership and cooperation as promoted by the Red Cross Movement.
  • Management responsibility for other delegates in Niger, i.e. provide daily supervision and support, partnership guidance and programmatic inputs to technical delegates and other staff in the country office.
  • Elaborate the annual Result Based Contract for Niger in collaboration with delegates in Niger & identify needs for monitoring and evaluation of projects and conduct related field visits.
  • Identify potential areas of interest for coming projects and elaborate concept notes and project documents for alternative funding possibilities available locally such as EU/ECHO, WB, business enterprises and others.
  • Elaborate job descriptions and participate in the recruitment of local staff or any local consultant financed by DRC in collaboration with NRC.
  • Responsible for the timely submission of the annual reports for the projects according to donor formats (Progress reports, Annual Thematic reports, EU formats).
  • Review and approve quarterly narrative and financial project reports before submitting to the regional office. Implement Audit recommendations and follow up on good financial practice.
  •    Support capacity building effort of NRC by promoting efficient organizational development, sound management and monitoring/evaluation upgrading while offering technical and material support to the relevant departments (headquarters and regions) in coordination with Partner societies, IFRC and ICRC.
  • Draft security reports and act as focal point of contact for the management and communication of safety and security instructions and briefing to DRC staff, their families, and official visitors to Niger.

Profile

The ideal candidate holds a Master’s Degree in Development Studies, Project Management, Disaster Management, Migration or other relevant field.

 Experience:

  • 5 years of relevant international field experience in overall coordination, formulation, design, planning and implementation of development programmes/ projects.
  • Experience working for a humanitarian aid organization and within the Red Cross and Red Crescent Movement is preferable.
  • Experience and capacity to adapt to emergency & protection programming
  • Experience in capacity building of local partners is essential.
  • Ability to work within a partnership set up with many different actors and interests.
  • Proven project cycle and financial management as well as resource mobilization experience with major donors/funds, project proposal and extensive report writing.
  • Team management experience, in the context of development projects or major humanitarian emergency response situations.
  • Regional experience in the Sahel context is an advantage.

Technical Skills:

  • Experience in funding management (EU/ECHO, DANIDA, DFID, WB, private funding), and in particular knowledge in implementation and reporting procedures.
  • Good understanding of organizational development, particularly in the context of Red Cross Red Crescent National Societies and branches, is an advantage.
  • Knowledge within certain but not all of below mentioned areas: Migration/Protection/relief/livelihood/OD/youth/ health and psychosocial support in emergency or difficult environments.
  • Knowledge of migration and modalities for implementation of migration projects a huge advantage.
  • Good analytical skills.
  • Relevant training and practical experience in staff security management in insecure environments.

Personal qualities:

  • Strong managerial, interpersonal and coordination skills.
  • Ability to adapt to changing situations and readiness to work in a challenging environment is required.
  • Must be able to work independently and in a small team. Team player skills are essential.
  • Confidence in situations of stress, and able to handle a heavy but varied workload.
  • Excellent communication, coordination as well as networking and facilitation skills and understanding that careful preparation, process and ownership is key to achieving results in a culturally and politically sensitive environment.
  • Good cultural understanding and the ability to build confidence of partners in a challenging multicultural environment are essential.

Other:

  • Excellent reporting skills in French and English are a must.
  • An excellent communicator, with good negotiation skills and a diplomatic flair.
  • Full proficiency in Microsoft Office package and a valid international driving license.

Employment Conditions

The Country Coordinator, under the overall umbrella of DRC’s Head of Region, reports to the Danish Red Cross’ Head of Cluster in Dakar, Senegal.

The duty station is Niamey in Niger, which is a family post. The starting date of the assignment is as soon as possible. The length of the contract will be two years with possibility of extension. The contract will be administered in accordance with the Danish Red Cross Terms and Conditions for Delegates. The monthly salary including allowances and pension within the range of DKK 40.200 and DKK 42.500, depending on experience and qualifications. In addition, DRC also covers fully furnished housing with utilities and instalment package.
