The Danish Red CRoss is looking for a Health delegate in Guinea

Since 2009, the Guinean Red Cross (GRC) and the DRC have worked together in a bilateral partnership. In the beginning, the cooperation aimed at building institutional capacity of GRC in general and in focus areas like community based health, water/sanitation and hygiene (WASH) and disaster management. From 2011 a sexual and reproductive health and rights programme has been the main activity implemented in 4 prefectures in the region of Moyenne Guinée. In 2015 this project embarks on a second consolidation phase and since 2016 the project is supported in a consortium together with British and Swiss Red Cross and Canada Red Cross may join in 2019.

The overall objective of the project is to improve the reproductive health and epidemic surveillance of the population. The direct beneficiaries are young women and men aged 13 to 25, with focus on women in their reproductive age, health service providers and opinion leaders. The project uses rights based approach and innovative communication methods and tools to promote antenatal and postnatal care, family planning, prevention of STIs and safe delivery as well as reproductive rights while working with the community to reduce early marriages and pregnancies, gender-based violence and female genital mutilation.

The project improves outreach health services by training community health workers (CHW) and linking them up with the health system. The CHW actively follow up on pregnant women and are key actors in the community based epidemic surveillance system. The quality of health services is improved by training health staff, introducing the Safe Delivery App and through improvement of basic infrastructure.

Responsibilities

  • Provide technical support to GRC in Reproductive and Maternal Health including supervise an Epidemic Preparedness/Community Based Surveillance (CBS) component and ensure data collection, project management and activities like hygiene, psychosocial support for volunteers(PSS) and beneficiaries as well as ensure progress on programme implementation in Haute Guinea
  • Undertake frequent field monitoring visits and identify needs for monitoring.
  • Provide inputs to and coordinate the development of programme documents as well as quarterly narrative and financial project reports before submitting to Country Coordinator or cluster office.
  • Responsible for the timely submission of the annual reports for the projects according to donor formats (Progress reports, Annual Thematic reports).
  • Develop new programme ideas and concepts and explore local fundraising possibilities and initiate relevant funding applications together with GRC and Country Coordinator (CC) in agreement with Head of Cluster (HoC)
  • Budget monitoring, review and approval of project expenses and coordinate and contribute to the preparation of financial audits of the project
  • Assume interim of the Country Coordinator during her absence
  • Contribute to build the capacity of GRC staff in reproductive      health approaches and consolidation of achievements to date incl. overall programme management      and Project/Programme Monitoring, Evaluation, Reporting and Learning(PMEAL)
  • Support the immediate DRC      response in case of a disaster  
  • Participate in the recruitment of any local      consultant for the project in collaboration with the CC and GRC

Profile:

The ideal candidate has a background in Health, preferably reproductive health, a Master’s Degree in Health or fields related to reproductive/maternal health, Social Science, Project Management.

Experience:

  • 3 years of relevant international experience in health projects.
  • Knowledge of Epidemic Preparedness, CBS, WASH, (PSS) an advantage
  • Field experience in project management, coordination, training, formulation, design and planning of development projects.
  • Experience working for a humanitarian aid organization
  • Red Cross and Red Crescent Movement experience an advantage.
  • Experience in capacity building of local partners preferred.
  • Ability to work within a partnership set up where decisions need consensus.
  • Experience in the Sahel/West Africa context is an advantage

Technical skills:

  • Strong technical knowledge preferably within reproductive health or general health combined with good monitoring and reporting skills.
  • Knowledge on Volunteer management an asset
  • Good understanding of organizational development, particularly in the context of Red Cross Red Crescent National Societies and branches, would be an advantage.
  • Knowledge in project cycle and financial management.
  • Good communications skills, networking and facilitation skills

Personal attributes:

  • Very good planning/analytical skills
  • Must be able to work independently and in a small team. Team player skills are essential.
  • Capacity to live and work at field level.
  • Confidence in situations of stress, and able to handle a heavy but varied workload.
  • Good cultural understanding and the ability to build the confidence and cope with challenging cultural working environment are essential.
  • Strong interpersonal and coordination skills.

Other:

  • Excellent verbal and written skills in French and English are a must.
  • Full proficiency in Microsoft Office package
  • Valid international driving license.

Employment Conditions

The delegate will report to DRC Country Coordinator and provide updates to the Head of Cluster in Dakar, Senegal.

The duty station is Labé/Conakry with frequent field visits in Moyenne Guinée. The starting date of the assignment is as soon as possible and preferably latest by 01.06.2018. The position is a non-family position. The length of the contract will be 1 year with possibility of extension. The contract will be administered in accordance with the Danish Red Cross Terms and Conditions for Delegates. The monthly salary including allowances and pension according to DRC rules is within the range of DKK 40,800 and 43,100 depending on experience and qualifications.
