External consultant/expert in Planning, Monitoring and Evaluation (PME)

 

 

EuroMed Rights is looking for an external consultant to assist the organisation in improving its PME system to make it more efficient and coherent throughout the organisation.

EuroMed Rights would hereby like to invite candidates to make an offer.

Background:

EuroMed Rights is a network of human rights organisations in the Euro-Mediterranean region. Since 1997, EuroMed Rights has been one of the few settings in the region where organisations from the North and the South have met on an equal basis to exchange and carry out joint policy actions. EuroMed Rights has developed a solid track record in bringing human rights defenders together in working groups on specific thematic or country-specific areas, where members and partners from the region share knowledge and experience.

Tasks of the consultancy:

Support to EuroMed Rights throughout the process of developing an efficient and coherent PME system taking into account the specific challenges of being a network organisation, including:

Identification of a suited PME system

  • Analysis of the strengths and challenges of the existing PME tools and practices (and skills) within EuroMed Rights (based on the recommendations of the external evaluation as well as EuroMed Rights’ internally identified challenges);
  • Proposing a PME system that would cater to EuroMed Rights’ needs (incl. donor requirements).

Developing the PME system

  • Proposing a detailed action plan for a process that will enable EuroMed Rights to develop such a PME system (including aligning existing instruments with the new system);
  • Drafting /revision of ToC in close coordination with EuroMed Rights;
  • Drafting/revision of results framework in close coordination with EuroMed Rights;
  • Suggest a methodology and a design of a monitoring system considering all the steps in the cycle (e.g. data collection, documentation and its analysis; monitoring responsibilities – internal and external; monitoring tools; monitoring structures; management and executive committee decisions; coordination processes linking program results and management decisions), and both internal needs and donors’ requirements;
  • Drafting a dashboard to ease the reporting of the most important issues – preferably one or two pages;
  • Securing logical coherence between all the components of Planning, Monitoring and Evaluation;
  • Revision/further development of risk matrix in close coordination with EuroMed Rights;
  • Undertaking a conflict-sensitive analysis in close coordination with EuroMed Rights.

Integration/ownership of the PME system within EuroMed Rights

  • Discussions/ facilitations with EuroMed Staff re the development of the full PME system;
  • Training on the PME system and the related methodology with EuroMed Rights staff.

 

Monitoring and evaluation of the PME system

  • Participation in monitoring/evaluation of the PME system;
  • Suggestions for amendments/improvements.

Time frame: February 2018- February 2019. Expected days of work: 25 – 40 with the major part of the work placed from Feb. 2018 – June 2018.

 

The consultant should as a minimum have the following skills and competences:

  • Extensive knowledge of a variety of PME approaches and methodologies
  • Experience of working with Human Rights organisations
  • Experience of working with network organisations
