MONITORING, EVALUATION AND REPORTING OFFICER, MENA

International Media Support (IMS) is seeking an experienced Monitoring, Evaluation and Reporting Officer for its Middle East and North Africa programme

International Media Support (IMS) is a non-profit organisation working to support media in countries affected by armed conflict, human insecurity and political transition. Across four continents, IMS helps to strengthen professional journalism and ensure that media can operate in challenging circumstances.
 

In the MENA region, we work with partners in Tunisia, Morocco, Libya, Yemen, Syria, Jordan, Iraq, and elsewhere to further the safety of journalists and promote freedom of expression and media reform, build institutions and develop media content.

IMS works on a regional level to support the exchange of expert knowledge and foster dialogue across contexts facing similar challenges, sustaining networks of likeminded individuals and professional partnerships among media and civil society groups.

Objective

The overall objective of the Monitoring, Evaluation and Reporting Officer position is to enable IMS’ MENA programmes to better document and demonstrate the results and impact of the work of IMS and its partners in the Middle East and North Africa.

Scope of work (general job description / main tasks)

Strengthening results documentation and reporting:

  • Coordinate, in close collaboration with programme staff and partners, monitoring efforts and input to reporting to ensure timely, evidence-based programme adjustments;
  • Coordinate major, complex donor reporting by compiling, drafting and editing information and narrative material provided by programme staff and partners;
  • Coordinate the development of programme design, planning, monitoring and evaluation tools such as theories of change and results frameworks;
  • Lead the ongoing follow-up on monitoring and evaluation of partners’ work with programme staff;
  • Support the development of concept notes, project and programme proposals;
  • Assist in developing context and partner assessments, risk analyses, and other programme documentation;
  • Provide support to or produce impact assessments, baselines, and other types of learning reviews and impact documentation to create evidence base for IMS’ work and approach;
  • Finalise a wide variety of documents in terms of substance and presentation;
  • Work closely with the Organisational Learning unit, hereunder the Head of Unit, to ensure documentation of results is done in accordance with institutional needs and approach
  • Coordinate with staff in other departments to ensure that learning is shared across the organisation;

Qualifications and skills  

  • Bachelor’s degree in international development, international relations, communications, media policy/journalism or related; graduate degree preferred;
  • Excellent written and verbal English skills; native English-speaker preferred;
  • Excellent communication, organisational and planning skills;
  • Demonstrable experience with designing and executing monitoring and evaluation tools and plans;
  • Demonstrable ability in applying gender concepts within ME&L.
  • Experience with donor reporting and proposal writing preferred;
  • Knowledge of the MENA region, including politics and the situation as it pertains to human rights preferred;
  • Knowledge of media development and/or freedom of expression preferred;
  • Able to work effectively both as a team member and independently, with a high level of self-motivation and ability to set and meet goals;
  • Excellent ability to handle multiple tasks and meet deadlines under pressure in a fast-paced environment;
  • Ability to remain flexible, creative and solution-oriented;

Duration and location

The initial employment term will be 2 years, with the possibility of renewal. The position, based at IMS HQ in Copenhagen, is a 30-hour position. Salary will be commensurate with experience and IMS policies. Regular travel activity must be expected. Starting date: As soon as possible.
