Background

Oxfam IBIS is one of the partner affiliates of Oxfam, based in Denmark. Oxfam IBIS “fights inequality and poverty and works for just societies where all people have equal rights, access and opportunities to influence, resources and quality education” Oxfam IBIS is working in the following four thematic areas through its strategic partnership with the Danish government (Danida):  Economic Justice and Inclusive Democracies, Education for Active Citizenship, Inclusive Peace Building and Humanitarian Responses. Furthermore, Oxfam IBIS is implementing a program on ‘Youth Participation and Employment’ (YPE) funded by the Danish-Arab Partnership Program (DAPP) 2017-2022.
Defined by the Danish Ministry of Foreign Affairs (MFA) as an ‘instrument for building trust through dialogue and partnerships’, the DAPP vision is to promote a democratic, prosperous and stable MENA region through the strengthening of good governance and ensuring of economic opportunities, especially for young people and women. The DAPP strategic program objective entails a focus on cooperation between ‘public institutions, civil society and businesses in MENA’ to ‘advance governance standards and provide economic opportunities’. Focus countries are Morocco, Tunisia, Egypt and Jordan.

Oxfam’s ‘Youth Participation and Employment’ (YPE)  program aims at: increasing young men and women’s life and technical skills for them to get access to economic opportunities and actively engage in society; enhancing the organisational capacity of and commitment in institutions, the private sector, entrepreneurs and communities to supporting youth employment; and advocacy and dialogue between youth, public and private institutions and businesses. Ultimately, the YPE program aims to create youth employment and strengthen youth participation in the framework of the Oxfam regional strategy with a focus on inequality,
The YPE program is implemented in close cooperation between Oxfam IBIS, Oxfam country offices, the Oxfam MENA regional platform and with technical assistance from Oxfam affiliates related to the region. As the implementing agency of the YPE vis-à-vis the donor, Oxfam IBIS holds the legal responsibility towards the donor while Oxfam country teams are responsible for the implementation of the program at national level. Legal and operational support for Oxfam country offices is provided by three Oxfam affiliates. A program management unit (PMU) hosted by Oxfam IBIS is responsible for the overall program delivery and quality and for the implementation of the regional component of the YPE.
 
Job Purpose and Accountabilities
The YPE Team Leader (TL) holds the overall responsibility for the delivery of the YPE program, the management of the YPE PMU and PTC in accordance with the TOR for the Programme Management Unit (PMU).

Key purposes of the job:

The PMU Team Leader (TL) is responsible for the coordination and overall management of the delivery of the overall program.   

The TL is responsible for the management including personnel management of the PMU consisting of two senior level advisors and two national level advisors.

The TL is responsible for the management of the YPE Project Technical Committee (PTC) consisting of PMU members and YPE country staff who are line managed by Oxfam country directors.

The TL is responsible for management and monitoring of the budget for the YPE regional budget and for overseeing YPE country budgets.

The TL refers to the MENA Coordinator of Oxfam IBIS on a day-to-day basis on technical issues – and reports to the International Programme Director of Oxfam IBIS on organisational or governance issues.

The TL is accountable to the YPE Steering Committee consisting of Oxfam country directors, a representative for the Oxfam MENA regional platform and Oxfam IBIS management. 
 

Key Responsibilities and Accountabilities

Ensure the achievement of agreed outcomes and targets by monitoring the progress and quality of the program, identifying problems, opportunities and exceptions.

Accountable for the overall YPE budget.

Develop and monitor, in cooperation with the PMU and PTC, realistic work plans.

Responsible for the quality, timeliness and efficiency of the work of the PMU and PTC teams. 

Plan time spent by a pool of global advisors.

Responsible for the knowledge and the synergy between employees and the program.

Responsible for program monitoring and narrative and financial reporting: monitoring of the substantive and financial progress and reporting to make Oxfam IBIS able to report to the donor according to their requirements, including coordination of the production of financial reports and audits, carried out by the YPE controller and country offices finance staff.

Provide strategic leadership and functionally manage the PMU.

Coordinate the required input from other parties involved such as Country Office, partner organizations and other stakeholders, both via formal (e.g. the YPE steering committee) and informal ways.

Ensure good communication within the PMU, the PTC, the SC, and between the program and Oxfam Country offices and Regional Platform, with partner organisations, beneficiaries and other stakeholders.

Represent Oxfam in internal and external networks and related initiatives;

Identify, monitor and manage risks.

Keep the YPE steering committee informed and attend meetings as relevant and required.

Support Oxfam IBIS as the lead applicant in donor relations.

 
Technical Skills, Experience & Knowledge

 
General skills and job profile:

Requires the ability to define and shape strategic objectives and priorities for the programme and project development processes, involving collaboration with other programme units (e.g. technical teams, affiliates in-country).

Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported within line management or the Oxfam programme teams.

Diverse and complex problem solving, requiring professional knowledge, field experience and an understanding of development.

Work patterns are not routine and often high pressure.

Requires the ability to analyse and communicate complex information to a wide audience to promote and influence.

Communication is both with internal and external contacts. Represents Oxfam in relevant coordination meetings and external relationships with partners and other stakeholders. 
 

General skills required for the position:

MSc in social sciences, organisation, or management (further education at least masters level)

At least 15 years of experience including from/with within the MENA region, preferably DAPP focus countries

Documented experience from working in thematic fields of relevance to the programme such as youth employment, job creation, decent jobs

Documented experience with management of large multi-country program

Experience in working in complex organisational structures and ability to respond to multiple tasks in collaboration with a network of experts in Oxfam

Strong networking and personal relationships skills with both Oxfam colleagues and with external partners

Fluency in English, proficiency in French and/or Arabic is considered an advantage

 
The annual salary and benefits will be in line with Oxfam values and subject to location. The position is a fixed-term position for 2 years with possibility of extension. The YPE Team Leader will be reporting to the International Program Director at Oxfam IBIS (Oxfam Denmark). The location is Denmark or the MENA region (Jordan, Tunisia or Morocco).
