The Red Cross Red Crescent Movement is the world’s largest humanitarian organization. In the Danish Red Cross, we are seeking a Global PMEAL Advisor to support our country offices in Africa.
As a Global PMEAL (Planning, Monitoring, Evaluation, Accountability and Learning) Advisor, you will join a team of engaging and passionate colleagues in the Humanitarian, Policy & Analysis unit’s PMEAL and Information Management (IM) team, that works to support the needs and priorities of our global operation within adaptive management, results frameworks, tools and templates, needs assessments, and research efforts and more. The PMEAL-IM team is responsible for leading DRC’s global analysis, evaluation, learning, accountability, and data/digitalization functions.
The position will be the lead on supporting our country operations in Africa which include country offices in Sudan, South Sudan, Ethiopia, Kenya, Somalia, Malawi, Mali, and Niger. The strategic priorities for the region include health in emergencies, non-communicable diseases (including mental health), disaster response and anticipatory action, inclusion and migration, youth action, branch development, innovative financing, community engagement and accountability (CEA), and protection, gender, and inclusion.
Your main tasks include:
- Develop and establish robust PMEAL systems and champion its usage.
- Support assessments to inform the design and planning of new humanitarian and long-term interventions – primarily in Africa.
- Support proposals and programme development efforts with a focus on developing strong results frameworks, monitoring and evaluation frameworks and theories of change.
- Support country and programme managers in the region to ensure a consistent application of DRC’s approach to PMEAL including adherence to Standard Operating Procedures, sector standards and guidelines.
- Designing and leading internal and external reviews, evaluations, studies, and other learning exercises across thematic priorities within or across countries in the region
- Provide capacity building support to DRC’s Country Offices and partners in the Africa region with key PMEAL priorities.
- Facilitate & capture learning across DRC with the country offices and disseminate knowledge across the organization.
- Support global PMEAL processes and be available to for ad hoc support.
The Global PMEAL Advisor will be line managed by the Head of Humanitarian Policy and Analysis Unit in DRC’s HQ in Copenhagen. The position is based in Copenhagen, Denmark with frequent travels to the region.
To succeed in the position, we expect you to have most of the following competencies:
- A minimum of 8 years’ experience in project cycle management, in the field in development or humanitarian contexts.
- Documented experience of conducting assessments, reviews and evaluations, in the field in fragile and/or challenging contexts.
- Proven experience of PMEAL, including the design and rollout of PMEAL systems and of building capacity in these systems.
- Fluent English speaking and well-developed written English.
- Proficient in MS Office (Word, Excel, PowerPoint, Outlook) and other survey and data platforms (KoBoToolbox, Excel, PowerPlatform, etc.).
- Able to travel within the region (Mali, Niger, Ethiopia, Malawi, Sudan, South Sudan, Kenya, and Somalia), including travel to fragile and insecure contexts.
- Self-reliant, able to work confidently and with flexibility in frequently changing contexts, within the parameters of DRC standards.
- Experience of working with major donors, such as the EU (ECHO, DEVCO/DG-NEAR) and Ministries of Foreign Affairs.
- Work experience in Africa.
