Job: Programme Lead in Morocco



Background:

ActionAid Denmark (AADK) is embarking on a new five-year funding period with the Danish Ministry of Foreign Affairs. Together with Planbørnefonden, GAME and the Danish Chamber of Commerce, AADK in a consortium which has been awarded the new DAPP 2022-2027 programme on Youth Inclusion and Employment (YIEP). 

The Danish Arab Partnership Programme (DAPP) is funded by the Danish Ministry of Foreign Affairs and takes place in Morocco, Tunisia, Egypt and Jordan. The programme helps to strengthen good governance and ensure economic opportunities, especially for young people and women in the region, through partnerships.

Responsibilities:

The role as Programme Lead provides oversight and direction of the Youth Inclusion and Employment Project under DAPP in Morocco, acting as the liaison between the DAPP secretariat based in Copenhagen and the implementing organizations in Morocco. While not managing project implementation staff, the Programme Lead is responsible for ensuring coordination of approaches for impactful and efficient programmes. The role will also involve representation with key stakeholders such as embassies, donors, the private sector etc.

As Programme Lead, you will have the following key tasks and responsibilities:

Programme

  • Facilitate and support the overall implementation of the DAPP YIEP in Morocco in close collaboration with relevant colleagues and partners
  • Provide strategic recommendations to the Country Lead in Morocco and the Programme Secretariate
  • Keep programmatic tools updated, including the results frameworks, work-plans, budgets and risks matrix
  • Lead and coordinate required reporting to the Programme Secretariate
  • Coordinating programme delivery in close collaboration with in-country partners
  • Oversee budget expenditures and advise on budget reallocation needs when required

Thematic expertise and support

  • Provide technical support and advice to partners on job creation for youth, namely strengthening of employability of youth and entrepreneurship support
  • Write/co-write technical briefs and papers on strengthening employability, entrepreneurship and green jobs 

MEAL

  • Lead development and implementation of country level MEAL plan
  • Support data collection and analysis hereof
  • Quality assurance of country level results and activities
  • Facilitate learning, synergy and adaptive management

Representation & Coordination

  • Organise and lead regular country level coordination meetings with all DAPP partners in Morocco to ensure efficient coordination and synergy between DAPP partners
  • Act as main programme representative in Morocco, in close coordination with the Programme Secretariate

Qualifications:

  • At least 15 years of experience with international development cooperation and institutional development within programme management, MEAL and representation & coordination
  • Experience in collaborating and coordinating with local and international partners, preferably from Morocco or the DAPP region (Morocco, Jordan, Tunisia, or Egypt)
  • Experience from similar ‘job creation’ and ‘entrepreneurship’ programmes in the region, including within planning, reporting, preparing analytical work, dialogues, workshops as well as process facilitation.
  • Experience in implementation of programmes financed by major international donors e.g., Danida, EU, USAID etc. 
  • Completed Master’s Degree in a relevant field
  • French at C1 level
  • English at C1 level
  • Knowledge of Arabic is considered a distinct advantage


We offer

  • A minimum of 4 years appointment with approximately 3-4 weeks of international travel per year within the DAPP region. Permanent location in Rabat, Morocco.
