Carl Bro to Advise Malaysian Government on Preservation of Biological Diversity
Malaysia is one of the richest countries in the world in terms of biological diversity. The Malaysian government has set up a Ministry of Natural Resources and Environment, encompassing all existing agencies concerned with nature and the environment, i.e. Forestry Department, Agency for management of wild animals, Department of Agriculture, Department of Fisheries, Department of Survey and Mapping, Management of protected areas, etc., previously located in various other ministries.
The purpose of the amalgamation (sammenlægningen) is to achieve coordinated and improved management of the environment and natural resources. Nature must not simply be regarded as a production unit for timber, etc., but as worthy of preservation in itself due to biological diversity – totally in keeping with prevailing international practice and the convention on biological diversity.
Effective nature conservation is achieved through strengthened coordination between agencies and between a range of ministries at both federal and state level.
Danidas biological diversity component is primarily an initiative for organisational development, with Carl Bro’s task being to assist in developing the necessary capacity and provide advice in connection with prioritisation and decision-making processes in the new environmental ministry, so Malaysia can fully benefit from the merger.
In addition, Carl Bro will provide technical consultancy services and assist in analysis of data as well as improving coordination and exchange of information between the various agencies in order to provide an optimum basis for decision-making.
Last, but not least, Carl Bro will provide advice in connection with broad and long-term financial initiatives in natural resource management and draw attention to opportunities for creating a financial basis for improved nature and biodiversity management.
In specific terms, the venture will result in Malaysia gaining strengthened systems for preserving endangered animals and plants, such as the orangutan, protected living conditions for indigenous groups living close to nature and a sound natural foundation for the benefit of Malaysias future generations and continuing financially-sustainable growth.
The biological diversity component is the final element in a long-term environmental partnership between Danida and Malaysia, and its central political position is due in part to the confidence and trust built up between Danida and the Malaysian government over the last 10 years.
This component will run over three years. Carl Bro has built up experience within natural resource management and biological diversity and has previously served as consultant on five large environmental projects in Malaysia.
