More than ever, our problems are global in nature. Global problems require global solutions. The big question is, however, whether we have the institutions and insights needed to help us reach agreement on such global solutions. There is an urgent need to analyze, compare and reflect: which modes of global economic governance are most likely to be effective in leading the way forward?
Since the Second World War, the IMF and the World Bank have been key pillars of global economic governance. When the global financial crisis accelerated in the fall of 2008, however, the Bretton Woods institutions came to play a secondary role in responding to it. To many the summit in Seoul in November 2010 was the real test of the effectiveness of the G20. Progress on the key issue of how to deal with global imbalances would show whether the G20 continued to have viability and relevance. For most, the result was disappointing.
Others are more optimistic. The French presidency of the G20 in 2011 is determined to give a major boost to the G20 process. Disagreements among the major powers on key issues – such as global imbalances and reforms of the international monetary system – remain considerable, however. It is therefore very much an open question which direction global economic governance will take in the coming years.
