Background

Climate change negotiations are a volatile policy field. They address a potentially devastating issue, they are based on contradicting interests and principles, and their organisation is not as ingrained as other older policy fields.

Despite the backlash in Copenhagen last year, climate change negotiations may produce results with significant implications for the organisation of global governance in other policy fields, such as international development cooperation.

This seminar will explore how climate change negotiations affect or may affect international development cooperation. It addresses the issue in relation to both institutions and resources.

First, the seminar discusses recent trends and initiatives in the negotiations in an overall manner: How do fragmentation, deadlock and slow progress combine to characterise the climate change response?

Secondly, the implications for development cooperation are considered: Will an eventual (global or semi-global) deal on climate change influence how development cooperation is organised? What are the implications of the UNFCCC principle of the ‘common, but differentiated responsibility’ of rich and poor countries? To what extent will the mobilisation of resources for mitigation and adaptation affect the voluntary provision of aid?
