Lebanon has gone through dramatic changes since 2005: the assassination of former Prime Minister Rafik Hariri, the withdrawal of Syrian forces, the Israeli war against Hizbullah in 2006 and internal conflict in 2008.

The international and regional environment was very polarized, and Lebanese factions lined up in two hostile coalitions. Between 2008 and 2010, the external environment grew more cooperative, and the internal factions came together in a national coalition government.

Now, the results of a five-year investigation into the Hariri assassination that started this whole chain of events threaten to shake the country’s precarious stability. Unofficial reports that the Tribunal might indict members of Hizbullah in the next few months have thrown the country into high tension.

Efforts by Saudi Arabia and Syria to broker a compromise have so far failed. The country seems to be facing a difficult choice between demanding justice or settling for preserving peace and stability.
