A small but highly successful island in the Indian Ocean, multi-ethnic Mauritius has been called a “miracle” for its combination of a robust democracy and strong economic growth.

Government and business have worked together closely to shape the way Mauritius engages with the global economy.

This strategic engagement has taken place for the most part outside of the country: joint missions to attract and recruit foreign investment, active promotion of an enlarged regional platform for Mauritian business, and efforts to shape the rules of global trade in multilateral forums.

Professor Deborah Bräutigam argues that Mauritius has strong “developmental networks” rather than the more traditional “developmental state”. Taking a historical institutionalist approach, her presentation investigates the origins of these unusual networks.

Deborah Bräutigam is Professor of International Development at American University’s School of International Service.

She is the author of “The Dragon’s Gift: The Real Story of China in Africa” (Oxford University Press, 2009), and her other books include “Chinese Aid and African Development: Exporting Green Revolution” (Macmillan, 1998) and “Taxation and State-Building in Developing Countries: Capacity and Consent” (co-editor; Cambridge University Press, 2008).

She is currently working on a book on the origins of good institutions, with Mauritius as the central case.

This is the 10th and final seminar in the Business-State Relations and Economic Development seminar series being held this spring at DIIS.
