The global financial crisis of 2007-09 has revealed the scale of the phenomenon of ‘shadow banking’. The term describes a highly complex network of agents, conduits and operations that connect economic agents to capital markets outside the boundaries of the official, regulated banking system.

Current estimates by the Financial Stability Board (FSB) suggest that, shadow banking activities account for about $60 trillion on a global scale. At the same time, the phenomenon is so complex that most current figures are likely to be severe underestimations.

Is shadow banking a paranormal outgrowth of private financial innovation, or does it serve an important economic function in today’s capitalism? What is the relationship between shadow banking and financial stability? Can shadow banking be regulated?

This special panel invites you to discuss the current approaches to understanding the phenomenon of shadow banking, the controversies of financial innovation revealed by the global financial crisis, and the challenges that shadow banking industry poses to national and global regulators.
