The world’s most influential International Relations scholar Professor Kenneth N. Waltz argues that leaders of rogue states such as Iran or North Korea are especially influenced by the fact that using weapons of mass destruction would result in one thing: the end of their regimes.

– We notice that all the rogue leaders have something in common – they are survivors, they last for decades, says Waltz, adding: – And you can not be a ruler unless you have a country to rule. They go up to a certain line and then they stop.

Although Waltz is widely seen as the most influential theorist of International Relations in the last 50 years, few policymakers have been willing to endorse the provocative line he has been suggesting consistently since his famous “The Spread of Nuclear Weapons: More May Be Better” Adelphi Paper from 1981, but even fewer are able convincingly to project a plausible scenario where the spread of nuclear weapons is actually avoided.

Thus, we do need to think through the nature of a world with still more nuclear powers. More generally: What role will nuclear weapons play in the system? Hence, the title of this lecture: “The Nuclear Future”.
