At the fourth High Level Forum on Aid Effectiveness in Busan in November/December 2011, one of the major outcomes was the adoption of a New Deal for Engagement in Fragile States. A group of 19 self-declared fragile states (G7+) was instrumental in elaborating the New Deal and getting it endorsed by a number of countries, including most of the DAC donor countries.
The Deal identifies five peace building and state building Goals (PSGs) and the need to “Focus on new ways of engaging, to support inclusive country led and country owned transitions out of fragility” and to “build mutual trust by providing aid and managing resources more effectively and aligning these resources for results”.
A process of elaborating indicators for each of the PSGs and for the implementation of the Deal has been set in motion.
A sub-group meeting on these issues takes place on 28-29 March in Copenhagen where representatives of G7+ countries, donor agencies, civil society organizations etc. will take part.
The seminar constitutes an introduction to the topic and will address questions like the following: What is new in the New Deal? To what extent does the New Deal address the poor record of international assistance to so-called fragile states?
Will the New Deal be able to address the underlying causes explaining uncoordinated, unaligned and sometimes destabilizing aid practices? To what extent have G7+ countries managed to lead the way in the International Dialogue on peace building and state building? Is the New Deal any different from agreements which have been spearheaded by OECD/DAC?
