More than 1.5 billion people are living in situations characterized by chronic fragility, violence and instability, and this figure is set to rise. Much of this violence is concentrated in urban centers in developing countries.

Violent cities – Abidjan, Kabul, Kingston, Mogadishu, San Salvador, and Rio de Janeiro – are all synonyms for a “new” kind of armed conflict.

Many of the fastest growing cities are witnessing a sharp escalation in the incidence and severity of various forms of violence, which has a number of implications for the prospects of achieving sustainable and equitable development. All of them feature encounters between state and non-state armed groups and amongst armed groups themselves.

To analysts, these “other situations of war” exhibit many of the key characteristics – intensity and organization – of armed conflicts despite not being recognized as such by the international community.

A growing number of stability operations are being pursued in violent urban settings. These are becoming increasingly common in the wake of more conventional US-led interventions in Iraq and Afghanistan. Yet the most innovative among them are “home-grown” in diverse settings.

This seminar explores stabilization measures and interventions in “fragile” cities and ungoverned spaces. What works? What doesn’t and why?
