Tanzania and Vietnam were at the forefront of the struggle to construct socialism in the 20th century. By the end of the 1970s, however, Tanzania and Vietnam were facing severe economic crises, and in response, during the 1980s, both adopted market reform programmes.

Since the 1990s, both countries championed by international development institutions as success stories of market liberalization, achieving growth rates above their regional averages based on extensive market reforms.

Yet both countries have also been identified with high levels of corruption and primitive accumulation under the continued control of the pre-reform ruling party. The pattern of economic growth does not conform to the model of economic development espoused by the ‘good governance’ agenda and New Institutional Economics.

This presentation explores the way in which the state has channelled resources to the new growth sectors through forms of primitive accumulation, corruption and non-transparent transfers in three critical areas: public finance, land and industrial policy.

Tanzania and Vietnam both have cohesive party states that share certain institutional features, yet the underlying pattern of resource transfer relates to deeper causation in the political settlement of each country.

The distribution of power within the party and the relationship between the party and private domestic, state and foreign capital at different levels of the party are critical determinants of the dynamic of capitalist development that has emerged during the process of market liberalisation.
