Det er endnu ikke afklaret, hvordan folkeafstemningerne skal foregå, og udviklingsministeren har heller ikke afgjort, hvor stor en del af u-landsbistanden, der skal fordeles på den nye måde. Men hun har afsat 7 millioner kr. alene til at udvikle den nye metode.
Ulla Tørnæs forsikrer, at der ikke bliver tale om en popstar-konkurrence.

Copenhagen Consensus Competition: Engaging the Danes – empowering the poor
The Ministry wishes to engage the Danish public more actively in a cost effective way in development policy and cooperation, and to explore innovative ways of doing this.
This should foster more knowledge about the size and variety of problems the developing countries face and more knowledge about cost-effective and practical solutions to these problems.
The Ministry also wants to explore the feasibility of identifying innovative and practical ways in which poor people themselves can develop solutions to their own poverty problems, which can then be financed by development assistance.
The objectives of the Copenhagen Consensus Competition are to engage the public in Denmark more effectively in development issues through innovative activities, and to find effective and practical ways in which to empower poor people in developing countries to reduce poverty within selected areas.
The Copenhagen Consensus should therefore focus on the overall objective of all Danish development cooperation of poverty reduction. It should also focus on the fundamental principle of partnership.
The Copenhagen Consensus Conference held in May 2004 generated widespread interest in the public in Denmark in the development issues discussed at the conference.
The experts participating in Copenhagen Consensus Conference had the task of ranking 20 global challenges. Due to lack of information, the expert panel decided not to rank education, civil wars and financial stability.
The approach of Copenhagen Consensus Competition is to focus on issues ranked highest by the expert panel at the Copenhagen Consensus Conference: The fight against of HIV/AIDS and malaria, combating malnutrition, and improving access to water and sanitation.
Furthermore, education will be included in this list as there is general agreement of its key importance. The challenge ranked third highest in the Copenhagen Consensus, subsidies and trade will be left out as it relies more on factors outside the control of individual developing countries.
The methodology will be to design a process, which involves active participation of the public in Denmark and civil society in the selected African countries.
The concept is that ideas for projects are being sent in from civil society actors in developing countries. After a screening process, the Danish public participates in deciding which 10 projects should become eligible for financing.
The countries from which projects for the competition can be sent in will be limited to selected Danish Programme Countries in Sub-Saharan Africa: Ghana, Kenya, Tanzania, Uganda and Zambia.
The Copenhagen Consensus Competition should result in substantial information, public interest and debate on the challenges that Danish development cooperation is engaged. 5 projects – among the proposed projects – that have been judged as being the most effective in dealing with the challenges will be selected.
The Copenhagen Consensus Competition shall include the design and implementation of a competition, which will ensure involvement of the poor in the selected countries in design of project proposals.
There will need to be clear criteria developed for the submission of project proposals, for the screening of received proposals, and for the final selection of the 5 winner projects.
A media strategy for involving the Danish population actively shall be designed and implemented.
It is expected that the Copenhagen Consensus Competition will involve consultant(s) with good knowledge about and experience with the methodology applied by the Copenhagen Consensus, with the challenges in developing countries in Africa with regard to HIV/AIDS, malnutrition, access to water and sanitation, and access to education, and with information and communication technology and processes
The 5 projects that are foreseen to be selected will be presented to Danida for funding.
