The donor governments that are members of the OECD’s Development Assistance Committee  (DAC) face a variety of challenges in adapting their development cooperation priorities and implementation approaches.

These states have committed to promoting an expansive international agenda to reduce poverty, advance sustainable development and confront the climate challenge, implying adjustment pressures involving the integration of environmental and development issues.

At the same time, many donors are confronted with declining aid budgets and the redirection of development funding domestically, for example to support refugee-hosting costs.

The rising importance of alternative sources of development finance related to domestic resource mobilization, private investment and non-DAC development cooperation present OECD-DAC donors with an impetus for reflection on their comparative advantages in addressing development goals.

Mixed records of achievement, shifting priorities and a changing landscape of development actors raise doubts about the future reach of efforts to promote principles of effective development cooperation which have been a hallmark of OECD engagement in this field.

This seminar discusses trends in development financing to provide background for reflections on the future of the development effectiveness agenda and on the direction which individual OECD-DAC donors will take in advancing the 2030 Agenda for Sustainable Development.

It will focus on the assessment of core elements of the evolution of development cooperation practice from the perspective of the OECD’s Development Cooperation Directorate and consider the implications of emerging challenges for the future agendas of the OECD and its member states.

The seminar will also provide an opportunity to discuss key issues facing Denmark as it adapts its development cooperation to a changing domestic and international context for aid provision.
