DIIS-seminar: TOSSD and the future of financing sustainable development (København)

The achievement of the Sustainable Development Goals (SDGs), in particular in developing countries, will require a significant increase in development finance, and all sources of finance need to be mobilized. Official Development Assistance (ODA) has been the standard measure of development aid from OECD donors to the developing world since the 1970s, supported by the UN-ratified promise of delivering 0.7 percent of GNI in development aid. Today, few donors live up to the 0.7 target, and other sources of development finance have gained in importance, implying an – in relative terms – decreasing role of development aid.

In this context, OECD have begun work on a new measure of development finance, TOSSD or Total Official Support for Sustainable Development, which will enable donors to count both public and private flows mobilized by public support. In addition, the intention is to measure support to global efforts on climate change, peace and stability, trade etc. as development finance.

This DIIS seminar will focus on the rationale and process of making TOSSD a new measure for development finance, with inputs from key policy makers and researchers. Read more
