The Youth Employment and Entrepreneurship Programme

The Danish Arab Partnership Programme (DAPP) is funded by the Danish Ministry of Foreign Affairs and takes place in Morocco, Tunisia, Egypt and Jordan. The programme helps to strengthen good governance and ensure economic opportunities, especially for young people and women in the region, through partnerships. DAPP’s overall vision is a better life for young people in the Middle East and North Africa as young people need to experience opportunities for gaining meaningful employment to create a better life for themselves in their home countries.

PlanBørnefonden, Mellemfolkeligt Samvirke/ActionAid DK, GAME and the Danish Chamber of Commerce (Dansk Erhverv) have joined forces in a consortium which, in close collaboration with multiple partners at country level, is implementing the 220 million DKK ‘Youth Inclusion and Employment Project (YIEP) as part of the wider Youth Employment and Entrepreneurship programme under DAPP. PlanBørnefonden is the lead agency and responsible for the hosting and management of the Youth Employment and Entrepreneurship Programme Secretariate, which is responsible for communication with the Danish MFA and ensuring coordination with all relevant partners and stakeholders in DK and at the country level. The Programme Secretariat is led by a Team Leader and a MEAL Specialist, a Senior Programme Manager and supported by relevant technical colleagues.

The Programme Secretariat is looking for a new Senior Programme Manager to join the Programme Secretariat. 

About the role

As the Senior Programme Manager you will facilitate and coordinate the overall programme management and ensure that the programme partners prepare and plan, implement, and report against the same formats and procedures. 

Your key responsibilities will be: 

  • Lead and support planning processes with country leads and in-country Senior Experts in two DAPP countries 
  • Review & provide feed-back on quarterly narrative reports in close coordination with the MEAL Specialist 
  • Close coordination with PlanBørnefonden Financial Controller regarding feed-back on quarterly financial reports 
  • Participate in regular learning- and monitoring visits and reviews  
  • Support the MEAL Specialist in contextualizing analysed data 
  • Responsible for the drafting of the annual progress reports to the Danish MFA in close collaboration with the MEAL Specialist and the Team Leader
  • Lead weekly meetings with relevant Senior Experts in two DAPP countries 
  • Participate in meetings at HQ level with Consortium members and UNDP and IFU (UNDP and IFU are leading two other large-scale projects under DAPP) 
  • Participate in meetings with the MFA and DAPP MEAL Unit 
  • To ensure collaboration between programme partners
  • To facilitate learning, synergy, and adaptive management
  • To support and provide input for executive management and board meetings

The ideal candidate

The ideal candidate has at least 10 years of relevant experience. You have international experience within international development cooperation, and you can document experience with donor funded projects in developing countries – especially youth employment programmes. 

We value that you are experienced in collaborating with partners at various levels, which is essential. In addition, we are looking for a Senior Programme Manager with experience from projects in line with Danida’s Aid Management Guidelines, ideally also projects in the private sector. 

Furthermore, you must be able to understand, speak, and write: 

  • Danish (C2 level – CERF scale*)
  • English (C1 level – CEFR scale)
  • Preferred but not required: French (C1 level – CEFR scale) 
  • Preferred but not required: Arabic (C2 level – CEFR scale) 

Conditions of employment

  • The preferred starting date is 1st January 2025. Please note that this programme is ending by the end of June 2027, which means that this employment contract is aligned with this timeframe. 
  • The work location is placed at PlanBørnefonden’s offices in Copenhagen, Denmark.
  • Significant travel activity must be expected between the four DAPP countries (Egypt, Jordan, Morocco, and Tunisia).
