Japan along with Germany, Brazil and India presented a draft resolution Monday calling for an enlargement of the UN Security Council and including a reference to the veto rights of the aspirants.
The draft spelled out the proposed size and composition of the new permanent and nonpermanent members, the election procedure for the new permanent members, and addressed the veto issue, the proposed charter amendment and working methods.
On the contentious veto issue, the G-4 countries suggest to the General Assembly that it ”decides that the new permanent members should have the same responsibilities and obligations as the current permanent members”.
Affirmative votes from a two-thirds majority, or at least 128 of the world bodys 191 members are necessary for the resolution to be adopted by the General Assembly.
