In 1999, the United Nations adopted Resolution 54/134 on the International Day for the Elimination of Violence Against Women. Previously, 25 November had been observed in Latin America. An increasing number of states have sought to act upon the objectives of the resolution by denouncing gender violence, domestic battery, rape and sexual harassment, state violence including torture and abuses of women political prisoners.

DIIS will mark the day with a public seminar that presents work from leading scholars on issues of sexual violence in both peacetime and wartime. The seminar will focus on historical and political narratives of sexual violence, of perpetrators and victims, and the relation of these images to the concepts of the human, security, and genocide.

The seminar will also focus on specific case studies of perpetrators respectively through the judgments of the International Criminal Tribunal for the former Yugoslavia, through interviews with soldiers in DR Congo, and in relation to gendered justifications for military intervention. Speakers work in a range of disciplines, including history, peace and development studies, philosophy, political science and international relations, and social psychology.
