Changing Norms of Secrecy: (Inter)national Perspectives on Contemporary Security Communication

Governments have always maintained secrecy over a broad range of activities to protect national security.
In the twenty first century context of globalization and uncertainty however, the practice of state secrecy seems to have expanded and transformed in ways that open up pressing strategic questions and challenge conventional democratic, legal, and ethical norms.
In a national context, the logics of preventive security have created an increased dependence on extensive civil participation in surveillance, intelligence and information gathering, making the issue of secrecy versus openness in relation to the national public audience a central strategic concern.
And, in the international domain, the issue of how much information to share with other states, not least in relation to the use of force, has become of crucial importance to the vitality – indeed the survival – of international legal frameworks.
Co-hosted by DIIS and the Centre for International Law and Justice, this seminar zooms in on the legal, democratic and ethical challenges which the state today must face, when making decision about secrecy versus knowledge sharing in the era of ‘preventive security’.
