What Works in Fragile Situations?

Since the end of the 1990s the concern with so-called fragile states has increased significantly, and much work has gone into the development of strategies and approaches for how to deal with situations of fragility.

Much of this work has addressed the donor side of the co-operation in terms of how to establish comprehensive approaches linking authorities in charge of development, security, diplomacy and other issues.

However, some work has also gone into understanding the challenges and successes in addressing fragility.

While the challenges are manifest – and thoroughly documented by the co-existence of increasing global prosperity and abysmal misery and insecurity in pockets around the world – the successes are less known and explained, of course, partly because the successes are relative and not so numerous.

Sarah Cliffe, one of the main authors of the World Development Report 2011: Conflict, Security and Development, has for many years explored the successes and will in her talk try to identify what works in fragile situations.

Until very recently, Sarah Cliffe was Special Adviser and Assistant Secretary-General of Civilian Capacities to the UN.

She has worked for the last twenty years in countries emerging from conflict and political transition, covering Afghanistan, Burundi, CAR, DR Congo, Guinea Bissau, Ethiopia, Haiti, Indonesia, Liberia, Rwanda, Sudan, South Africa, and Timor Leste.

Prior to joining the World Bank, she worked for the United Nations Development Program in Rwanda, the Government of South Africa, and the Congress of South African Trade Unions, as well as for a major management consultancy company in the United Kingdom on public sector reform issues.

She holds degrees in History and Economic Development from Cambridge and Columbia Universities.
