Embattled Sovereignty: India, the UN, and Humanitarian Intervention

What role would India play as a permanent member of the United Nations Security Council? Would New Delhi push for humanitarian intervention and the Responsibility to Protect in war-torn countries such as Syria, Congo, and Sudan? Or would India present alternative norms for international peace and security?

These questions were heatedly debated when India was elected to a two-year term as a non-permanent member on the UN Security Council in late 2010.

It was the seventh time New Delhi joined the world’s foremost multinational institution for the maintenance of international peace and security. But it was the first time its tenure held so much anticipation; India was now a rising economic juggernaut in a world of rising powers.

Seeking further international recognition, and as home to a sixth of humanity, India is pushing for UN reform and a permanent seat on the UN Security Council as the world body towards its 70th anniversary summit in 2015. But was India’s “audition” on the UN Security Council between 2010 and 2012 a successful one?

This seminar will consider India’s evolving role in the UN and explore how India’s own experience with internal conflict has shaped its position towards humanitarian intervention to protect civilians in foreign countries. It is part of a DIIS seminar series, which focuses on the security and foreign policy implications of the rising BRIC-states (Brazil, Russia, India, and China).

Speaker

Rohan Mukherjee is a PhD Candidate at the Department of Politics, Princeton University. He specializes in Indian foreign policy, and his work has appeared in leading international studies journals, including Survival, Global Governance, International Affairs, and International Journal.

He was formerly at the Centre for Policy Research in New Delhi. He holds an MPA in International Development from Princeton University’s Woodrow Wilson School of Public and International Affairs, and a B.A. in Philosophy, Politics and Economics from the University of Oxford.

The seminar will be held in English.
