‘Armed Non-State Actors’: Disarmament, Demobilization and Reintegration and Templates for Violence Reduction

Insurgencies, militias, paramilitaries, vigilantes, community self-defense groups, armed gangs, and organized crime entities breach and challenge state monopolies of force across the world while also often forming part of more complex security governance networks.

Disarmament Demobilization and Reintegration (DDR) programs introduced in the aftermath of armed conflict constitute in general terms a range of initiatives with the specific objective of facilitating the transition of combatants to civilian life.

As outlined in the United Nations’ Integrated DDR Standards, disarmament is the collection, management and/or destruction of arms, while demobilization is the controlled discharge of members of armed groups from military to civilian status, and reintegration is the long-term process of integrating ex-combatants economically, politically and socially into communities.

Never before have DDR programs been so expansive in their scope and areas of competency as they are now. Contemporary DDR programs are concerned with an ever expanding field of interventions regarding access to land, employment and livelihoods, to name just a few.

Concerns about the reintegration of ex-combatants are linked to perceptions of the postwar political and economic context.

The seminar analyzes and develops recommendations on the issue of how such Armed Non-State Actors can be disarmed, ‘demobilized’ and reintegrated.
