In a recently defended Ph.D. study (Taming the Leviathan: How Democratization and State Building Transform State Violence, 2014), Anton Petrenko examined effects of standard approaches to prevention of predatory state violence, i.e. democratic elections and the ratification of international human rights treaties, in 15 post-Soviet states in the period from 1992 to 2007 and found them wanting.

By contrast, his study established that state building interventions in post-Soviet states, i.e. institutional reforms of security and justice sectors, resulted in sustainable reduction in levels of predatory state violence.

What is theoretical and practical significance of these findings for human rights theory, policy and practice?

Theory-wise, the study makes a contribution to empirical theory building of predatory state violence control and prevention. It develops and tests a model that links international and domestic factors, specifies agents and targets of predatory state violence, and describes mechanisms of perpetration and protection by state violence agents.

Policy-wise, the study suggests that policy makers and international donor agencies should prioritize those interventions that target and support domestic reforms in security and justice sectors.

To human rights practitioners, the study delivers a message about the need to diversify their tools, carefully consider partners, timing and context of interventions, and design human rights protection programs on the basis of social theory and empirical evidence.

Anton Petrenko holds Ph.D. (Political Science, University of Copenhagen, 2014), M.A. (Political Science, Northwestern University, 1999), M.A. (European Studies, Central European University, 1995).

Anton’s research interest lies in peace building, democratization, and state building of war-torn societies. Anton has work experience with Danish Institute against Torture, International Council for Torture Victims, UN, OSCE, and EC in security, development, and human rights areas.
