Governance and Post-conflict Transitions: Leveraging Service Delivery for State-building

Since the end of the 1990s the concern with so-called fragile states has increased significantly, and today state-building has become the crux of the matter when internal and external actors seek to address the instability and vulnerability of fragile societies.

Both the international community as reflected in OECD/DAC’s ten “Principles for good international engagement in fragile states and situations” (2007) and governments in fragile states as reflected in “A new deal for engagement in fragile states” (2011) concentrate on state-building.

However, tensions between approaches focusing on security and service delivery respectively have emerged, and this has created a tendency to regard state-building more in the light of the former than the latter.

Distinguished Fellow Derick W. Brinkerhoff will in this lecture explore the relationship between service delivery and state-building.

The seminar will be held in English.
