USAs dilemma i Mellemøsten

Influenced by the experiences in Iraq and Afghanistan and in an effort to correct what was perceived as an ”over-focus” on the Middle East by past administrations, President Obama proclaimed a ”pivot” (føste prioritet) to Asia and the need to ”lead from behind”. 

Yet, the sudden expansion of the Islamic State in Iraq and Syria in 2014 once again pushed the US to become militarily involved in the region.

From Libya to Syria, Iraq and Yemen, state structures in the Middle East and North Africa (MENA) region are unravelling and put into question.

This has provided ample leeway for armed non-state actors, who are exploiting power vacuums and the lack of legitimate governance structures.

While Washington is spearheading “Operation Inherent Resolve” in a bid to counter IS’s further expansion in the region, many regional allies are calling for an even more assertive US policy.

Syria and the ongoing nuclear negotiations with Iran have especially caused unease with regional allies.

The Gulf Cooperation Council (GCC) countries in particular are reading it as a sign of a waning American security umbrella under which the monarchies have been protected, and they are calling for more robust security guarantees.

At the same time, regional powers are also displaying a willingness to do it alone, as evident from the intervention in Yemen and the new efforts to create an Arab military force.

To discuss these challenges and difficult balancing acts, DIIS has invited Jon B. Alterman, Senior Vice President and Director of the Middle East Program at the Center for Strategic and International Studies (CSIS), Washington D.C.
