Background

The Global War on Terror brought back counterinsurgency (COIN) as a key approach of the United States to addressing (in)security in regions shaped by violent conflict and radicalization.

From the mid-2000s, and travelling from Iraq to Africa’s Horn, the “hearts and minds” counterinsurgency approach came to be seen as a key element of state building, peacebuilding and stabilization.

* What are the ‘lessons learned’ of this revival of US COIN?

* And how do regional and local state and non-state actors appropriate COIN approaches to consolidate or undermine existing power relations and patronage networks?

Speakers

* William Reno, Professor, Northwestern University, Evanston, USA

* Lars Erslev Andersen, Senior researcher, DIIS

* Louise Wiuff Moe, Researcher, DIIS
