Job: Team Leader & Senior Advisor on Local Leadership

Can you be an inspiring and trusted Team leader for five experienced and highly motivated advisors with backgrounds in resilience, climate, agroecology, responsible business, conflict and peace building and humanitarian policy and practice?

Then read on because DCA is looking to fill a position as Team leader and Senior Advisor in our Programme, Advocacy and Learning Unit (PAL) in DCA HQ. 

Position background and profile

The position combines the role as Senior Advisor with being Team leader with 60% focusing on advisory responsibilities and 40% on management and coordination as a Team leader.  

DCA places a strong focus on securing resilient and locally led solutions with partners, where we link humanitarian and development operations with peace building and conflict mitigation efforts in the triple nexus. In this, the senior advisor plays a leading role in advancing local leadership through the localisation of aid and sharing of powers between international, national and local organisations and donors in our programme countries. 

On the triple nexus and the programmatic integration, the senior advisor is engaged in securing close linkages between our humanitarian and development work as well as increasing the integration of peace and conflict components across DCA’s global goals and commitments to deliver on DCA’s global strategy 2023-2026. 

In relation to both the local leadership and the triple nexus, the senior advisor takes a leading role in the development and updating of key institutional policies, guidelines and frameworks that are tailored towards supporting strong country programmes and operations via evidence-based documentation and results reporting.

As a Team leader for the Programme and Policy Team, one of four teams in the PAL Unit, the role includes setting clear directions for the team in accordance with DCA’s Global Strategy. This includes daily management of and support to five colleagues, actively participate in the PAL leadership team and working closely and constructively with other DCA HQ units and 19 country offices. 

Responsibilities for the Senior Advisor for Local Leadership (60 %)

  • Overall responsible for strengthening policy and practice coherence on local leadership based on DCA’s localisation framework, linking and integrating the framework across DCA programme and project portfolio
  • Advancing and supporting efforts towards the programmatic integration and evidence-based documentation on the triple nexus across all DCAs work 
  • In relation to both local leadership and the triple nexus:
    • Securing that DCA policies, frameworks, action guides, and other key strategic internal documents are relevant and when needed updated according to strategic priorities and contextual changes 
    • Stocktaking, quality assurance, monitoring, reporting, evidence collection and communication of best practices and results internally and externally
    • Strengthening innovation, capacity development and learning among DCA partners and internally in DCA with a special focus on DCAs country offices 
    • Encouraging new and innovative initiatives by actively engaging in quality assurance of country programs and assisting in the coordinating and development of project proposals
    • Contributing to relevant policy advocacy process and securing that DCA has a strong footprint, closely aligned with other DCA advocacy priorities nationally and internationally
    • Supporting and facilitating existing networks and explore new strategic relationships
    • Support concept development and proposal writing together with DCA’s unit responsible for institutional fundraising (GPRM)

Responsibilities for the Team leader of the Policy and Programme team (40%):

  • Daily staff management of colleagues in the Policy and Programme Team (P&P), supporting them in prioritisation of work tasks, competence development and securing a safe and trustful working environment 
  • Quality assurance in the development and implementation of policies, action guidance, evaluation, proposals and other key tasks for the P&P Team 
  • Monitoring the P&P team budget with the Head of PAL and financial advisors in international department
  • Active participation in the PAL leadership team, coordinating and securing coherence across the four teams in PAL
  • Close and constructive collaboration with other DCA units, especially those in the HQ international Department (HRMA, SQM, GPRM), the 19 DCA country offices and international management. 

Requirements

  • Proven experience with staff management, coordination, and team support 
  • Considerable experience working with local leadership, the triple nexus and programmatic integration, preferably with country experience 
  • Documented experience from project implementation, proposal writing, and grants management in accordance with donor guidelines from institutional donors such as the Danish Ministry of Foreign Affairs/DANIDA, EU, US donors and private philanthropic funds
  • Experience with collaboration and stakeholder engagement with civil society organizations, local partners and communities, ministries, institutional donors and multistakeholder platforms 
  • Understanding of working with a human rights-based approach to development and implementation of programmes and projects in line with organisational cross-cutting policies and international standards 
  • Above all, this person is a strong team player, a relation builder, and an excellent communicator both verbally and in writing in English 

Minimum Qualifications: 

  • Master’s degree in relevant fields (social sciences, international development, business management, finance, law, etc) 
  • A minimum of 10 years of practical experience with triple nexus, programmatic integration and/or local leadership
  • A minimum of 5 years of experience managing or coordinating teams and programmes with demonstrated leadership skills 
  • Fluency in English
