Danish Red Cross in Nepal

Danish Red Cross (DRC) has been present in Asia for more than 20 years and is currently active in Afghanistan, Bangladesh, Myanmar, Nepal and Pakistan with approximately 20 expatriate staff based in the region. We emphasize strengthening of partner organisations and their integrity, transparency, autonomy and sustainable volunteer structures as conditions for building sustainable operational capacity.

The overall responsibility of the Country Coordinator (CC) is to represent the DRC towards the Nepal Red Cross Society (NRCS), Movement and non-Movement partners and other key stakeholders and donors in Nepal. In addition, the CC is responsible for development of the programme portfolio and NRCS capacity building in accordance with DRC and NRCS strategic priorities.

Responsibilities

The CC refers to the DRC Head of Region (HoR) for Asia and will mainly focus on;

  • Partnership relations and capacity development (30%).
  • Programme management (40%)
  • Human resources and Country Office management (20%)
  • Safety and security (10%)

The main tasks and responsibilities include:

  • Team leader for the DRC team in Nepal including expatriate delegates and local staff
  • Maintain and develop strategic relationship with the NRCS leadership and senior management 
  • Decide on strategic direction of the country programme portfolio in close collaboration with HoR
  • Liaise and ensure cooperation with RCRC Movement and non-Movement partners, major donors, UN, international organisations and other relevant stakeholders
  • Maintain and develop relations and effective cooperation with consortia partners and proactively look for and establish new partnerships
  • Responsible for the development and implementation of the country programme portfolio and emergency operations including ensuring quality and timely planning, implementation, monitoring, reporting, learning and accountability
  • Proactively seek out new funding opportunities and  lead development of concept notes, budgets and programme proposals
  • DRC focal point for the safety and security of DRC delegates, local staff and visitors

Experience and qualifications

Relevant academic background, e.g. university Degree in Development studies, Programme Management, Disaster Management or other relevant field

Experience:

  • Evidence of at least 7 years of relevant international field experience in the overall coordination, formulation, design, planning and implementation of development and humanitarian programmes within challenging contexts, at strategic and operational levels
  • Experience working for a humanitarian organisation in the region and/or in disaster prone and/or conflict affected areas
  • Solid experience in development and maintenance of partnerships and working in consortia with different actors with varying interests 
  • Experience in capacity building of and working through local partners in a development and/or humanitarian context is essential
  • Proven programme cycle and financial management as well as resource mobilisation experience with major donors like EU and DANIDA
  • Experience in managing a team of international and local staff in a development and/or humanitarian context
  • Experience from working for the Red Cross and Red Crescent Movement is a key advantage

Technical skills:

  • Good understanding of organisational development, particularly in the context of Red Cross Red Crescent National Societies and branches is an advantage
  • Strong knowledge and skills in Disaster Management and in at least one or more sectors including Organisational Development, Health, WASH or Livelihood in emergencies
  • Strong programme proposal and report writing skills are essential
  • Experience with DANIDA and ECHO funding, and in particular knowledge of their implementation and reporting procedures and requirements
  • Relevant training and practical experience in security management

  • Strong self-management within a distance management setup
  • Strong team player is absolutely essential
  • Result-oriented
  • Strong analytical skills
  • Excellent communication, coordination as well as networking and facilitation skills
  • Confidence in situations of stress and ability to handle a heavy but varied workload over a prolonged period
  • Good cultural understanding and the ability to build confidence of partners in a challenging multicultural environment

Other:

  • Excellent English speaking and writing skills are a key requirement
  • Full proficiency in Microsoft Office
  • Possession of a valid international driving license

Employment Conditions

The starting date is 1 February 2018. The contract period is two (2) years with the possibility of extension.

The duty station is Kathmandu, Nepal. The position is a family position. Frequent travel to programme areas is required.

Salary and benefits are in accordance with the DRC Terms and Conditions for Delegates on Long Term Missions. The salary including all allowances and pension will be between DKK 42,500 to 45,600 per month, depending on qualifications and experience. Housing and insurance is covered by DRC.
