The position

You will assist the Analytical Unit in the development of Labour Market Profiles (LMPs). The LMPs provide annually updated information about labour market issues, progress, and challenges in currently 24 developing countries. You will assist in compiling and critically analysing data; updating and editing the LMPs; and disseminate the LMPs to donors and stakeholders.

The tasks are mainly related to the development of the LMPs but we welcome students to pursue any additional interests that fall under the LO/FTF Council.

The internship is an unpaid position. Lunch will be provided on working days.

Qualifications

  • Student of Political Science / Global Development / Global Health / Development Studies / Public Health / Communications, or related field
  • Good analytical skills and statistical knowledge
  • Fluency in English, spoken and written
  • Prior experience related to data collection, design of graphs and tables, development of narrative content and/or editorial tasks is an advantage

Terms of Reference

Internship as Junior Programme Assistant in the Strategic Learning and Development Department 

Period: Spring 2018

 

 

  1. Background

The Labour Market Profiles (LMPs) provide an overview of updated and comprehensive information about labour market issues in 24 developing countries where the LO/FTF Council is cooperating with trade union partners. The reports are prepared in the LO/FTF Council Headquarters in Copenhagen and updated annually based on research and data collection from various sources in collaboration with LO/FTF Council Sub-Regional Offices (SRO) and partner organizations.  

 

The reports are divided into eleven thematic sections: i) Trade unions, ii) Employers’ organizations, iii) Tripartite structures, iv) National labour legislation, v) Violations of trade union rights, vi) Working conditions, vii) Situation of the workforce (with subsections such as unemployment, sectoral employment, migration, informal economy, child labour, gender, and youth), viii) Education (with subsection vocational training), ix) Social protection, x) General economic performance, and xi) Trade.

 

The updated LMPs are published through our website: (http://www.ulandssekretariatet.dk) and disseminated to collaborating partners and stakeholders in Denmark, partner countries as well as global organizations. The LMPs are increasingly being noticed and appreciated by stakeholders and collaborating partners in Denmark as well as internationally.

 

LMPs are used internally in the LO/FTF Council with a view to  register and report the status of the labour markets in the above mentioned countries – as well as for tracking developments and trends. Thus, the LMPs serve as context analysis for the LO/FTF Council programmes and projects. At the same time it constitutes an integrated part of the LO/FTF Council’s annual progress and results reporting to back donors (Danida, the European Union, etc).

 

By the same token, the LMPs contribute to external capacity building in labour market organisations in partner countries in terms of supporting trade union leaders and other stakeholders with data and information relevant for development of strategies and plans, for use in bi- and tripartite negotiations, policy advocacy and debates among stakeholders and decision makers. The LMPs also contribute to strengthening research networks, which can produce synergy effects of labour market studies and induce information sharing.

 

The preparation of the LMPs is going through four phases:

  • Phase 1: Headquarter (HQ) prepares a draft version of the LMPs based on research and data collection from various sources and databanks, e.g. internal Sub-Regional Offices’ (SRO) Annual Progress Assessment Reports and publications from the International Trade Union Confederation (ITUC), LabourStart, the International Labour Organization (ILO), the World Bank, the U.S. Department of State, WageIndicator Foundation, etc.
  • Phase 2: The Sub-Regional Offices (SRO) are going through the respective drafts and provide inputs on the contents based on local sources of information and dialogue with the partner organizations. National/local research networks will also be used. The SROs will receive drafts of the LMPs gradually from the HQ and normally has three months to revise and update the document.
  • Phase 3: After receiving inputs from the SROs, the HQ will add any new additional information from external sources before editing and polishing the final version of the LMPs.
  • Phase 4: Publish the LMPs final version via LO/FTF Council website as well as disseminating among stakeholders. Dissemination is done in collaboration with the LO/FTF Council Management Department, Communication Department, SROs and partner organizations.

 

Based on the LMPs, the LO/FTF Council Analytical Unit is crafting (comparative) analysis on developments and trends , e.g. comparative analysis on trade union membership growth, trade union density and coverage of Collective Bargaining Agreements. The analysis are used for generation and estimation of data for the progress and results reporting vis-à-vis the Global Key Indicators in the LO/FTF Council Global Results Framework; and for the development of articles for the LO/FTF Council website.

 

  1. The immediate objective of the internship

The intern supports the LO/FTF Council’s Analytical Unit in updating and editing the LMPs. Moreover, the intern assists in dissemination of the reports to stakeholders.

 

  1. Scope of work and responsibilities of the intern

The tasks and responsibilities of the intern include the following:

 

  • Assistance in editing and drafting LMPs 2018 by provision of research and data gathering on labour market issues, which includes the development of graphs/tables and narrative inputs on agreed themes.
  • Proofreading and polishing the layout of LMPs before publishing.
  • Assistance in dissemination of the LMPs to Danish/global networks and researchers, including the updating of lists of stakeholders who are receiving the LMPs 2017/2018.

The intern has contributed to the following:

 

  • Updated and edited LMPs 2018 version that will be published on the LO/FTF Council’s website.

 

  • The intern has supported the launch of the LMPs to Danish/global networks and researchers, which includes an updated list of stakeholders receiving LMPs.

 

The intern has received an understanding of the structure of labour markets around the world and its challenges to create economic, political and social development. The intern has learned how to make reports that is used around the world and on all levels. By the same token, he/she has contributed to a strategy and plan of the dissemination of the LMPs among stakeholders. 

 

  1. Best Efforts and Obligation of Confidentiality (standard clause):

The Intern accepts to act in all matters in adherence with the LO/FTF Council’s Codes of Conduct together with reference to the undersigned Employment Contract. This includes that the Intern is under obligation of complete confidentiality during the employment, with regards to all matters concerning the LO/FTF Council and other information that may have become known to the Intern as a result of the position. The Intern will not at any time or in any manner, either directly or indirectly, divulge, disclose, or communicate any such Information to any third party without the prior written consent of the LO/FTF Council Head of Office. However, this does not apply if it relates to matters that have been made publicly available by the LO/FTF Council. Disclosure of any information outside of its official context is adequate grounds for immediate termination of the contract and/or for prosecution in accordance with the laws of Denmark.

 

The Intern shall exercise in all loyalty, discretion and conscience the functions that have been entrusted to him/her. No job or function; either paid or unpaid for any other organization implying any potential conflict of interest with the LO/FTF Council, can be undertaken without the prior written approval of the LO/FTF Council Head of Office.

 

  1. Return of Property:

Material and work produced under this contract will remain the property of LO/FTF Council. All such documents must be returned over to LO/FTF Council at the end of the contract period (including keys, records, notes, data, memoranda, and equipment).
