Job: DanChurchAid is looking for a new Humanitarian Policy & Practice Advisor

Then you might be the right candidate for a newly created position as Humanitarian Policy & Practice Advisor within our Programme, Policy, Advocacy and Learning (PAL) Unit in DCA’s International Department. 

Position profile

The Humanitarian Policy & Practice Advisor is responsible for coordinating and advising on DCA’s efforts in the programme, policy, and advocacy field with emphasis on humanitarian action. In this capacity, the advisor will have an overall understanding and knowledge of DCA’s technical areas of intervention. The advisor will also support the operationalisation of best practices into country programming through a nexus approach, including the triple nexus of humanitarian-development-peace. The advisor will be instrumental in connecting DCA’s humanitarian strategic priorities with other international priorities related to building resilient communities and fighting extreme inequality. A key focus of the role is to ensure quality and implementation of DCA’s global strategy with a focus on DCA’s Save Lives goal in collaboration with other DCA units and technical leads, especially the Humanitarian Response and Mine Action (HRMA) Unit.

The advisor will connect global trends with local level programme and project work with partners and alliances and vice versa. Based on programme learnings & best practice cases, the advisor will contribute to DCA’s global advocacy in relevant humanitarian policy fora and agendas, including at UN/EU/Danish levels, with a specific focus on the promotion and protection of IHL and IHRL including access in contexts where DCA operates and addressing global trends challenging international law adherence. In relation to global advocacy, the advisor will work with other colleagues in international department and units in the General Secretariat, including the Politics and Stakeholder Engagement Unit, to advance DCA’s knowledge, position, and alliances in the broader stakeholder landscape.

Travels to DCA focus countries and international trips 5-10 weeks a year should be expected. 

Responsibilities

  • Humanitarian Programming support to implement the Save Lives Goal in DCA’s Global Strategy: In cooperation with HRMA team support, other PAL advisors, and DCA’s country offices operationalizing the SAVE goal collecting DCA’s humanitarian work’s best practices and expertise, ensuring cross-advisor collaboration and learning, feeding the operational into policy, advocacy, and strategy.
  • Quality assurance and monitoring, reporting, evidence-gathering, analysing and communication of results at global level to showcase lessons learned & best practices with the DCA programmatic and operational structures.
  • Monitor emerging trends related to HDP-climate nexus, anticipatory action, localization, rules-based world order, innovation, role of civil society in restricted operational spaces and/or highly militarized contexts, and raise awareness within DCA on the global-level policy discussions relating to humanitarian issues in line with DCA’s global advocacy targets, coordinated closely with PAL, HRMA and the Politics & Stakeholder Management (PSM) unit in the General Secretariat.
  • Contribute to specific global advocacy processes and secure a strong DCA footprint on relevant policy processes with a specific focus on IHL and IHRL promotion/protection and humanitarian access to connect DCA global advocacy and strategy with practice and operations, including country programmes and other humanitarian and thematic advisors.
  • Support and facilitate existing networks and explore where relevant new relationships with key stakeholders, networks and alliances including leveraging DCA’s membership of the Global Focus in Denmark, EU levels, & ACT Alliance globally into tangible advocacy action where relevant.

Requirements 

  • Minimum 8-10 years of proven experience with practical humanitarian programming, implementation, coordination, and the cluster system as well as policy/advocacy related efforts.
  • Minimum 3 years of experience from working in a country office in a humanitarian context and role, preferably in a management role.
  • Proven experience in an advisory and programming role, and a proven track record of working with advocacy and strategic fundraising as part of a programming role.
  • Solid knowledge of international normative humanitarian frameworks, mechanisms, guidelines, and policies as well as contemporary humanitarian discussions (WHS, Grand Bargain, NWOW, anticipatory action, nexus etc).
  • Understanding of applying a human rights-based approach to development and humanitarian work.
  • Experience from other areas of expertise an advantage: nexus, food security, linking humanitarian action and climate, durable solutions, early recovery, principled humanitarian aid, locally led action, etc.
  • Cultural sensitivity, strong communication and diplomatic skills, with the ability to build relations both within and outside DCA.
  • Ability to work with and motivate colleagues from various technical backgrounds.
  • A strong drive and commitment to getting the job done.
  • A relevant tertiary academic education at master’s level or equivalent.
  • Fluency in English – oral as well as written. French is an advantage, but not a necessity.
