Fødselaren er medstifter af INKA Consult Aps. og har som uddannelsesmæssig baggrund at være ingeniør fra Danmarks Tekniske Universitet i København

Han har i 20 år arbejdet med støtte til udvikling i u-lande, hvor en lang række opgaver er udført for Danida, SIDA, UNDP, EU Kommissionen og internationale NGO'ere. Geografisk med arbejdserfaringer fra Mellemamerika, Andes samt en række lande i Afrika og Asien.

Ydelserne omfatter rådgivning ift. institutionsopbygning og organisatorisk kapacitet indenfor miljø, menneskerettigheder og demokrati, kommuner, civilsamfund, oprindelige folk og uddannelse. Hans Peter Dejgaard er en erfaren 'team-leader' i formulering af strategi, sektorprogram-støtte, reviews og evalueringer.

Siden midt 1980'erne har han været stærkt engageret i det danske NGO miljø, bl.a. som medstifter af Nicaragua-komiteen og som udsendt regional repræsentant i Mellemamerika og senere formand for bestyrelsen i u-landsorganisationen Ibis (1993-1997).

Siden 1997 aktiv i 92 gruppen (20 danske miljø- og ulandsorganisationer) og var med som 92-gruppe akivist på decembers store klimakonference i Paris, COP21.

I perioden 2001-2005 var han rådgiver for et globalt netværk af civilsamfundsorganisationer i 18 lande i Latinamerika, Afrika og Asien vedr. at fremme bæredygtig udvikling ("Sustainability Watch").

Hans iver efter at kaste sig ind i den u-landspolitiske debat er velkendt, og han er fast blogger på denne nyhedstjeneste og hos ”Ingeniøren”. Senest har han på baggrund af Venstre-regeringens og blå bloks milliardnedskæringer kaldt 2015 “det vel værste år i vor levetid i forhold til udviklingsbistanden”.

Han var formand for foreningen U-landsnyt.dk (nu Globalnyt) 2011-2013 og medlem af Rådet for Internationalt Udviklingssamarbejde indtil dets nedlæggelse pr. 31. december 2012. Han er næstformand i bestyrelsen for U-landsfagligt Selskab (IDA Global Development).

Hans Peter Dejgaard har erfaring med mange metoder/værktøjer, et stort engagement og et visionært men også kritisk blik. Han er vant til at være facilitator og har undervist på mange kurser hos Danida Fellowship centre.

Som nyuddannet ingeniør var han med til udvikle en af de første mobiltelefoner dengang,da Nokia byggede sit succesfulde laboratorium op i København.

KEY QUALIFICATIONS:

Mr. Hans Peter Dejgaard has a longstanding track record as a team leader on formulation, review and evaluation missions in Latin America, Africa, Asia and Eastern Europe. This includes assignments for Danida, Sida, UNDP and the European Commission, e.g. concerning sector programme support in the fields of democracy, good governance, human rights and civil society as well as environment, climate change, natural resources/green growth. He also has wide-ranging experience of mainstreaming environment, gender and indigenous peoples in development cooperation.

Mr. Dejgaard has been particularly engaged in organisational development, strategic planning and change management with ministries, municipalities and civil society organisations. Moreover, he has frequently facilitated participatory processes, workshops, and courses in capacity building, organisational and human resource development (e.g. Danida Fellowship Centre in English and Spanish). He is experienced in applying results-based management, programme-based approaches and aid effectiveness modalities.

Mr. Dejgaard started his career working five years for Nokia (development of mobile phones) and project management in the private sector. Since 1990, he has worked extensively with development issues, and has been resident in Central America for several years. With international NGOs, he has served as an adviser to larger global civil society advocacy with networks from Asia, Africa and Latin America, addressing issues of sustainable development on the global scene, for instance at the Johannesburg World Summit, the Climate Change Summit COP15 in Copenhagen and Rio+20 Summit (2012).

INKA Consult is member of ‘House of Development’, an office community of specialised Danish consultancy companies. And Mr. Dejgaard is the deputy chairman of IDA Global Development (Danish Engineering Society).

PROFESSIONAL EXPERIENCE

2015: Honduras, Panama and global. Team Leader on thematic Danida Review of Forest of the World, including this Danish NGO's professional performance in relation to the themes chosen for this thematic review (partnerships and achievement of goals through partnership based advocacy and learning). Field visits in Panama and Honduras.

Colombia, Guatemala and Latin America. Team Leader on mapping and programme identification aiming at planning Sida’s regional programme for democratisation and human rights in Latin America and the Caribbean. Focus on human rights based approach/instruments, checks and balances public institutions, gender equality, civil society, media and business-human rights.

Danida Fellowship Centre. Course leader and teacher at three-week course in programme management and organisational capacity development for civil society organisations from Africa and Asia (2015, 2014, 2013, 2012 and 2011). And similar courses for Spanish-speaking staff from Danida partners in Bolivia, Nicaragua, Honduras and Guatemala in 2007, 2008, 2009 and 2010.
     
2014: Belarus, Ukraine and Moldova. Process and Monitoring consultant for the Danish Ministry of Foreign Affairs’ ‘Neighbourhood Programme’, which aims to support civil society, democracy, human rights and capacity development in Belarus, Ukraine and Moldova (2013-2016). This is a continuation of the part-time assignment regarding Belarus (2007 – 2012). Moldova is a joint programme with Sida.

Ethiopia, Cambodia and globally. Team Leader in the Assessment of Global Green Growth Institute (GGGI), which – supported by Danida's climate envelope funding – is advising 20 governments on the formulation of policies and strategies, legislation, regulation and investment plans in the field of green growth. Ethiopia and Cambodia were selected for case studies.
   
2013: Central America. Consultant on Team Leader on evaluation of the ‘Regional Programme for Prevention of Torture and Organised Violence’, which is implemented by the regional CIPREVI with the support from DIGNITY and Danida.

Global. Consultant on thematic Danida Review of CARE Denmark, including capacity assessment of their performance, partnerships and result framework within natural resource management, climate change and food security in Ghana, Niger, Uganda, Mozambique, Tanzania, and with a field visit to Nepal.

Rumania, Bulgaria, Hungary, Poland and Greenland. Consultant on monitoring the VELUX Foundation’s support for nine social projects implemented through national NGOs and re-granting schemes for small-scale projects. Part-time assignment since 2011.
     
2012: Central America. Co-team leader for the formulation of Danida’s support to the Regional Programme for Human Rights and Democracy cooperating with the Inter-American Court and Commission on Human Rights and civil society organisations (human rights based approach). Previously coordinated a lessons-learnt study of Danida’s Regional Programme for Human Rights.

Global climate change. Team leader on evaluation of ‘Southern Voices’ aimed at strengthening the capacity and influence of Southern civil society on climate change policy issues at national and global levels. Support for civil society networks in 20 countries in Asia, Africa and Latin America, which is linked to Climate Action Network (CAN-I), IIED and Danish NGOs.

2011: Ukraine. Mid-term review of the Civil Society Development Programme (CSDP) in Ukraine, which is supported by the Danish Ministry of Foreign Affairs’ ‘Neighbourhood Programme’.  The programme is implemented by UNDP Ukraine.

Macedonia. Capacity Development in applying aid effectiveness and the Programme Based Approach (PBA), which will be the new focus in the application of IPA (Instrument for Pre-Accession Assistance) in Macedonia. Conducted two courses for staff from ministries and embassies. Organised by UNDP.

Global. Team Leader on the formulation of new international strategy/policy for Swedish Society for Nature Conservation (SSNC), which will focus on climate change, tropical forest, agriculture, chemicals and marine ecosystems in Asia, Latin America and Africa.

2010: Ghana. Carried out a course entitled: “The journey from Paris over Accra to more effective aid in your country” (www.aideffective.dk). The course focusing on the development agenda and capacity development had participants from the Ministry of Finance and Economic Planning and a number of line ministries (Danida partners).

Belarus. For the Danish Ministry of Foreign Affairs formulating programme in support of municipalities in Belarus (and twinning with Danish municipalities).

Globally. Evaluation of Danish MFA-supported projects for strengthening the capacity and influence of Southern civil society on climate change policy issues before and during the COP15 Climate Summit. In addition, formulation of programme proposal for the continuation of support to networks in Asia, Africa and Latin America.

2009: Southern Africa. Capacity assessment of Africa Contact’s (Danish NGO) management of project portfolio in Southern Africa (client: the Danida sponsored Project Advice and Training Centre).

Honduras. Member of international delegation observing the human rights situation in Honduras after the coup in June 2009. Report submitted to UN, OAS and EU.

Bolivia, Nicaragua, Honduras and Guatemala.  Appointed by Danida as Team Leader in an assessment of the Danish trade union 3F’s overall organisational capacity for international cooperation, including an appraisal of a regional programme proposal for the next 4 years.

2008: Southern Africa. Evaluation of the development of the regional farmer network, SACAU, which unites membership-based national farmers’ unions in nine countries of Southern Africa. Client: Swedish Cooperative Centre (SCC).

Globally. Team Leader in Sida evaluation of the Swedish Society for Nature Conservation (SSNC) programme with partners in 20 countries in Asia, Latin America and Africa, working with trade, climate, biodiversity, forest, etc. Fieldwork in Peru, Ecuador, Thailand, Kenya and Tanzania.
 
Zambia. Team Leader in charge of proposing strategic focus for future support from the Swedish Embassy within agriculture, energy, health and advocacy/budget monitoring. Proposal related to Sida’s future role in the Joint Assistance Strategy (JAS).

Tanzania, Zambia, Ethiopia and Kenya. Team Leader in study providing proposal for Swedish Forum Syd coalition’s new Africa strategy.

2007: Zambia, Kenya and Honduras. Team Leader on Sida mission to evaluate the Swedish Cooperative Centre’s (SCC) development cooperation within sustainable agriculture, which receives an annual framework grant from Sida worth SEK 143 million.

Uganda and Bolivia. Climate Screening of Danish Development Assistance performed at country level together with UNEP/Risoe.

2006: Lesotho. Team leader in programme identification and formulation aimed at supporting Decentralization and Non-State Actors (civil society) in Lesotho. The team assisted the National Authorizing Officer (NAO) in the Ministry of Finance and the European Commission within the framework of the 9th European Development Fund (EDF).

Nicaragua. Review of environmental sector budget support from Denmark and Finland, focusing on experiences of cooperation with the Ministry of Economy (mainstreaming), Ministry of Environment, as well as on the ongoing decentralisation process in Nicaragua.

Malaysia. Team leader in the formulation of Danida assistance to the Civil Society Sub-Component intended to supplement the Biodiversity Component 2007-2009 under the Malaysian-Danish Environmental Cooperation Programme.

2005: Bangladesh, India, Nepal and Philippines. Appointed by Danida as co-team leader of a Review-cum-Appraisal of the Danish labour union LO-FTF’s programme in Asia.

Nicaragua. Team leader of consultancy to provide the Danish Embassy with a proposal concerning support for the civil society component in the new Education Sector Programme in Nicaragua.

Bolivia. Consultant on appraisal mission concerning the planned five years of Danida support for the environment in Bolivia (US$ 30 million), based upon integrating sustainable development into country policies. In charge of protected areas and civil society.

2004: Nicaragua. Team leader on lessons-learnt evaluation of Danida’s environmental sector support for protected areas (Indio-Maíz and Bosawas) in Nicaragua (with the Ministry of Environment, municipalities, NGOs and indigenous peoples’ organisations).

Nicaragua, Guatemala and Honduras. Co-team leader of review/appraisal of the second phase of the Danida-supported regional programme with trade unions in Central America and the Caribbean, which is implemented by the Danish labour union 3F.

2001-04: Adviser in the preparation and follow-up to the 2002 Johannesburg World Summit on Sustainable Development and the 2005 UN Summit on Millennium Development Goals (MDGs). This has led to the establishment of the network “Sustainability Watch” with civil-society networks affiliated from 20 countries in Asia, Africa and Latin America. Its focus is on advocacy and capacity building. USD 5 million granted by Danida, Sida, Norway and the European Commission. In 2003, this effort was nominated by the Danish Foreign Minister for the UN award “Global 500 Roll of Honour for Environmental Achievement”.

The countries involved were: (in Asia) Philippines, Bangladesh, Vietnam, Nepal, India, Indonesia, and Malaysia, (in Africa) Tanzania, Uganda, Kenya, Mozambique, South Africa, Ghana, Togo, Zimbabwe, Namibia (and in Latin America) Bolivia, Brazil, Argentina, Guatemala, Nicaragua and El Salvador.

2003: Bolivia. Team leader on the pre-appraisal mission concerning Danida’s Sector Programme Support Document regarding 'Indigenous Peoples in Bolivia'. The grant of US$ 30 million contemplates land-titling and management of indigenous community territories).

2002: Kenya. Review of Danida’s support for the Human Rights, Democracy and Good Governance Programme in Kenya. The support has been almost entirely channelled through Kenyan NGOs.

2001: Russia. Consultant to the Danish Ministry of Environment (DANCEE) with the task of designing a project in support of Kaliningrad’s environmental authorities, promoting sustainable use and conservation of natural resources.

Palestine. Elaboration of proposal to the Danish trade union, SiD (today 3F), concerning future cooperation with the trade union movement in Gaza and the West Bank.

2000: Central America. Consultant to Danida in order to prepare the five-year Regional Programme for Environmental Management and Sustainable Development in Central America.

Bolivia. Consultant to Danida in a Review-cum-Appraisal of Danish Sector Programme support for 'Decentralisation and Indigenous Peoples' in Bolivia (Potosí and Chuquisaca).

Central America. Consultant to Danida, undertaking a capacity assessment of SiD trade union, with field study in Central America.

Bolivia. Consultant to Danida in a Review-cum-Appraisal of Danish Sector Programme support for 'Decentralisation and Indigenous Peoples' in Bolivia (Potosí and Chuquisaca).

Guatemala. Team leader of review and organisational analysis of Copmagua (network of 130 indigenous Maya organisations (UNDP, Danida, Ibis and Diakonia).

1999: Central America. Consultant to Danida in a review of the progress of Danish support for human rights and democracy in Central America (PRODECA).

Central America. Appointed by Danida as team leader to facilitate and assist the Central American Commission for Environment and Development, CCAD, in the institutional strengthening of CCAD/SICA to be supported by Danida and Sida.

Empowerment Asia, Africa and Latin America. Consultant to Nordic Consulting in a thematic study of popular participation and empowerment as part of Danida’s evaluation of Danish Support to Promotion of Human Rights and Democratisation. Case studies of South Africa, Palestine, Indonesia and Bolivia.

Peru. Appointed by Danida as team leader of a mission commissioned to review the support provided by IWGIA (international NGO) to the land-titling, legal advice, and production of the indigenous Harakmbut people in the Madre de Dios Province of Peru.

1998: Bolivia. Team leader of review and appraisal mission for CARE Denmark’s MIRNA Natural Resource Management project in the Caranavi province in Yungas.

Dominican Republic, Honduras and Nicaragua. Team leader during evaluation and project formulation of SiD’s support for unions in export-processing zones. SiD is the Danish trade union federation for semi-skilled workers.

Central America. Consultant to Danida, the Central American Commission for Environment and Development (CCAD) and the Regional Committee of Water Resources (CRRH) in order to prepare a regional Water Action Plan.

1997: Nicaragua. Consultant to Danida on Review and Appraisal Mission for the SI-A-PAZ Buffer Zone Management Project in the Rio San Juan area of southern Nicaragua, which forms part of Danida's general support for the region's environmental sector (MARENA).

Bolivia. Team leader in the formulation of the Sector Programme Support Document regarding Danida's support for 'Decentralisation and Indigenous Peoples in Bolivia'. Support with emphasis on municipalities and titling of indigenous community lands (INRA).

1996: Bolivia. Team leader on three formulation missions in a continuous process to prepare the new 'Danida Sector Programme in Support of Decentralisation and Indigenous Peoples in Bolivia'.

1995: Nicaragua. Consultant to Rambøll in the case study of Nicaragua as part of the thematic evaluation of the impact of the Danida Plan of Action for Environment and Development.

Peru. Consultant to Danida in the project review: "PACAYA-SAMIRIA Integrated Programme for Development and Conservation" with indigenous peoples in the Amazon.

Angola. Identification mission to look into the potential for a new programme in Angola, aiming to combine relief aid with development, possibly in a joint programme between the Danish Refugee Council and Ibis (NGO).

1994: Peru. Consultant to Danida on the project evaluation: "Inscription and Titling of Native Communities in Ucayali Region" for indigenous peoples of the Peruvian Amazon.

Central America. Leader of a team setting out to outline a coherent strategy and programme for Danida's assistance to Central America's environmental sector (natural resource management; environmental economics; pollution control and cleaner technology).

Central America. Co-leader of a team with a desk officer from the EU Commission (DG I), drafting a proposal for an overall EU strategy for co-operation with the region of Central America (EUR 150 million a year).

1993-1997: Denmark. Chairman of the Board of Ibis (major Danish NGO with yearly turnover of about USD 22 million and more than 100 employees). Carried out as voluntary work.

1993-94: Central America. Consultant to the Royal Danish Embassy, monitoring projects in Guatemala, El Salvador, Nicaragua and Belize. And team leader for Formulation Mission for FINNIDA and the Nicaraguan Ministry of Municipal Government, INIFOM, on decentralisation in five municipalities in Chontales and Boaco.

1989 – 1992: Central America. Regional representative of Danish NGO Ibis. Head of the organisation’s Regional Office based in Managua, staffed by two Danes and fifteen Nicaraguans. Responsible for the regional programme in Nicaragua, El Salvador, Guatemala and Honduras with an annual turnover of approximately USD 5 million and 20 Danish advisers.

1984 – 1989: Denmark. Development engineer and project leader at Nokia (former Philips Research Centre) in Copenhagen. Financial analysis, design and development of custom integrated circuits (chip) for cellular phones. This was followed by the manufacturing of the world's first mobile phone weighing less than 500 grams.

1984 – 1989: Denmark. Member of the Executive Committee of Ibis (Danish NGO, former World University Service WUS) overseeing projects in Latin America and Southern Africa.

1981 – 1983: Denmark. Development engineer at Danavox (GN Nordic) working with hearing aids.

1975 – 1977: Denmark. Adult teacher at Hvidovre Continuation School.

PUBLICATIONS

Since 1985, Hans Peter Dejgaard has been a regular freelance journalist writing on third world issues in Danish. More than 200 articles have been published in ‘Ingeniøren’ ('Engineering Weekly'). He is a frequent contributor with blogs (in Danish):  www.ing.dk/blogs/projektuland and  www.u-landsnyt.dk / Globalnyt

In charge of the elaboration of the publication with systematisation of experiences from 20 years Danida support to regional programme for human rights, democracy and civil society in Central America (Danida December 2012).

Mr. Dejgaard has been invited to speak at a vast array of public meetings in Denmark on development cooperation as well as on the situation in Latin America and Africa.
